This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel Workforce for DoD to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Personally performs, or leads others in the performance of a full range of field engineering functions associated with assigned projects at Resident or Project Office level. Applies practical knowledge of engineering methods and techniques as they relate to construction.

Duties

Performs and/or directs the full range of field engineering functions associated with assigned projects. Performs biddability, constructability, operability (BCO) reviews of plans and specifications. Participates in or conducts site showings and pre-construction conferences. Makes recommendations and prepares documents for signature by the Authorized Representative of the Contracting Officer. Ensures strict adherence to safety provisions of the contract.

• This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.

Specialized Experience for GS-10: One year of specialized experience which includes 1) Monitoring construction quality such as adherence to approved production schedule or proper installation of material components; AND 2) Interpreting plans and specifications for contractors, in order to set goals of projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). Specialized Experience for GS-11: One year of specialized experience which includes 1) Directing field engineering function associated with assigned project; AND 2) Recommending changes to scopes of work with assigned projects; AND 3) Monitoring construction activities are conducted in a safe manner. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
