This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel Workforce for DoD to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This Construction Control Representative position with the Construction Division with Omaha District, U.S Army Corps of Engineers. The position performs inspections and construction management supporting field and office engineering.
Duties
Performs field engineering functions associated with assigned project.
Performs biddability, constructability, operability (BCO) reviews of plans and specifications. Determines whether items included in the specifications are clear and materials are satisfactory for the purpose.
Determines practicability from a construction viewpoint, whether physical obstructions or other construction difficulties have been anticipated. Determines whether project, as defined in the specifications, will be completely functional/operable.
Participates in site showings and pre-construction conferences. Reviews as-built drawings to ensure changes in plans and specifications have been accurately noted.
Reviews contractor's proposed working schedules for logic, adequacy and to determine whether construction completion schedules will be met.
Observes and investigates construction at all stages to identify problems. Interprets plans and specifications, conferring with contractor and/or supervisor to resolve differences of opinion.
Prepares draft documents for signature by the Authorized Representative in areas of: Furnishing of detailed drawings to the contractor; approval of the contractor's payment estimates; and designation of contractor's operations and storage areas.
Prepares QA punch list on final inspections of completed contracts and provides technical verification for transfer documents.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent may be required to travel/perform Temporary Duty (TDY) 50% of the time.
Qualifications
Position may be filled as a Term appointment NTE 5 years. Term appointments may be extended up to a maximum of six years. If a current, permanent Army employee is selected for a temporary recruitment through DHA, this is a new appointment, and the employee will NOT have rights to their previous permanent position at the end of the NTE date.

GS-10 Specialized Experience: Specialized experience is defined as: 1.) Analyzing contractor payment estimates for accuracy; AND 2.) Interpreting plans and specifications for contractors to determine constructability and operability of projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
