About the Position: Serves as the Mobile District's Engineering Division's Quality Manager responsible for the overall Division's Quality Management Program and the associated processes and procedures for effective quality management.
Duties
Provide the necessary coordination with USACE SAD and HQ on quality documentation and products.
Provide assistance to Project Delivery Teams in the preparation and specific project management plans and quality assurance and quality control plans.
Conduct effective and timely reviews, documentation of quality processes, and auditing for overall compliance.
Coordinates the development and monitoring an effective QM program and track business/design metrics within Engineering Division for implementing for continuous quality improvement.
Serves up to 25% of their time as a Design Manager/Engineering Tech Lead supporting the military program, civil works program, and/or support for others design programs.
Coordinates the planning, design, cost engineering, construction, and environmental considerations for projects.
Serves as Engineering Division’s Quality Manager.
Oversee the overall Division’s Quality Management Program and the associated processes and procedures for effective quality management.
Represents Mobile District Engineering Division on all quality related matters to all SAM Divisions, other Districts, and to Headquarters.
Implements the Division’s Quality Management Program, which includes the development, implementation and compliance with Mobile District and regional Quality Management Plan (QMP).
Demonstrate compliance with HQUSACE, Division HQ (SAD), and Engineering Division Quality Management System (QMS) processes and procedures.
Collaborate with other process improvement specialists across the Corps to improve the processes throughout the region and the Corps.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Temporary Duty (TDY) or business travel requirement of 25% of the time.
- Position requires that you submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position, and annually.
- This position requires a Contracting Officer Representative (COR) certification within one year of employment.
Qualifications
Salary Range for the GS-810-830-850-13 Series is: $115,079 - $141,638.
Salary Range for the GS-801-819-808-13 Series is: $103,409 - $134,435.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Selective Placement Factor: A Professional Engineering (PE) or Professional Architecture (PA) License is required. (NOTE: You must include a copy your license in your application package).
Specialized Experience: One year of specialized experience which includes: (1) Working on multi-discipline technical study, design, or construction teams knowledgeable with engineering and architectural concepts of vertical, horizontal, civil works, and/or highly technical projects; (2) Conducting technical and quality reviews of engineering and construction products such as designs, plans and specifications, costs, studies, and reports; (3) Knowledge in managing multiple projects concurrently and/or (4) Having a progression of increasing responsibilities in either analysis, design, or construction. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
