The Chief Technology Officer is responsible for managing, directing, supervising, staffing, coordinating, and evaluating a variety of functions. The incumbent is responsible for the management of innovative technology solutions and business technology enterprise architecture. The incumbent is also responsible for managing the Agency's enterprise network infrastructure, video and teleconferencing equipment, test labs, and telecommunications to support the Agency's public health and safety goals.
Duties
Guide the acquisition, development, deployment, operations, and maintenance of FSIS' robust IT infrastructure that includes platforms, telecommunications networks, desktops, messaging, web services, and contract services.
Evaluate technologies and its impacts on FSIS mission ensuring security, scalability, and long-term viability.
Keep abreast of IT modernization and emerging technologies and recommend modifications to meet FSIS mission.
Align agency initiatives with business goals and objectives by engaging the Technical Teams and the Stakeholders.
Operate as Subject Matter Expert in the areas of DevSecOps, Shared Services, Product and program management, Mobility, Cloud, IT Infrastructure, Enterprise Architecture (EA), Networks, telecommunications, and emerging IT trends.
Identify agency needs related to design, engineering, information assurance, and network security.
Confirm operations and maintenance mission is in full compliance with all applicable laws, policy, mandates, and initiatives working in close partnership with OCIO Center Directors and the Chief Information Security Officer.
Collaborate with and advise agency leadership on IT efficiencies to maintain and modernize IT infrastructure to meet strategic goals and agency objectives.
Prioritize workload of subordinate staff to ensure plans and schedules are developed and implemented so timelines and objectives are met.
Actively participate in key decision-making sessions conducted by OCIO management to provide innovative and creative recommendations.
Requirements

- Successful completion of one-year probationary period, unless previously served.
- Subject to one-year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-14 grade level for consideration for the GS-15 grade level.).
Specialized Experience: In order to meet the specialized experience requirement, you will need to have completed 52 weeks of progressively responsible specialized experience at or equivalent to the GS-14 grade level.
The specialized experience for this position includes:
Applying business technology to current and emerging mission needs through Agile process development, enterprise architecture, or program management.
Leading IT transformation projects utilizing cloud services/hosting, change management, and DevOps.
Developing and implementing technology solutions, leveraging modern and emerging technologies, such as Artificial Intelligence, Cloud computing, and machine learning.
Developing innovative solutions, leveraging modern technologies to achieve operational efficiencies, reducing operational cost of IT, and enhancing customer experience.
Applying knowledge of big data and open data initiatives to solve IT business problems.
Operating as a subject matter expert advising leadership on technical matters and motivating peers to drive innovation.
