This position is part of the Organization of the Joint Chiefs of Staff. The incumbent will be responsible for a broad range of responsibilities concerned with directing, developing, analyzing, and performing functions associated with capability development. This includes planning, coordinating, and evaluating requirements and potential solutions to capability gaps using the JCIDS.
Duties
As a MANAGEMENT AND PROGRAM ANALYST (CAPABILITY DEVELOPMENT) at the GS-0343-14 some of your typical work assignments may include:
Conducts studies and analyses that pertain to joint capability integration and development and similar military activities/functions;
Develops project plans that include measures for success and similar metrics; determines the methodology and tools required; selects staff that will assist with major reviews including subject matter experts (SMEs) from other specialty areas;
Conducts analysis of recommended inputs or change requests to Joint Capability Area (JCA) tier structures as the lexicon is established and vetted amongst Department of Defense (DOD) stakeholders;
Ensures collection of non-materiel potential solutions from the J-7 Deputy Directorates and incorporates into the analysis of Combatant Command Integrated Priority List issues;
Prepares Doctrine, Organization, Training, Materiel, Leadership & education, Personnel, Facilities, and Policy (DOTmLPF-P) Endorsements for flag officer approval and submission into the requirements and acquisition process;
Analyzes future capability development activities, and joint concept development, wargaming, and experimentation activities as they relate to CJCS priorities, as well as ongoing and planned joint force development efforts

Qualifications
You may qualify at the GS-14, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
Applying a wide range of qualitative and/or quantitative methods for planning, assessing, and improving the effectiveness of management and operational processes, functions, and systems;
Applying knowledge of the DoD mission, operations, and policies to direct, coordinate, and organize studies, analyses, and projects;
Developing capabilities for the future joint force utilizing the knowledge of Joint Capabilities Development and Integration System (JCIDS) (including the Knowledge Management/Decision Support system), and Joint Staff Command structure, missions, and programs;
Negotiating with management in order to accept and implement recommendations where proposals require extensive changes to established policies and procedures or may conflict with the identified organizational or operating objectives.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
