Duties
The United States Space Force (USSF) Space Systems Command (SSC) at Los Angeles Air Force Base is searching for an IT Specialist, Contracting Officer Representative (NH-2210-03).
Description:
Serve as a liaison between the government and contractors, ensuring the successful execution of contracts while also providing technical expertise to support the IT infrastructure and systems. Play a critical role in overseeing contract performance, managing vendor relationships, and ensuring compliance with contractual agreements, all while leveraging IT skills to enhance efficiency and effectiveness. Serves as a systems analyst and advisor to the installation. Plans, organizes, coordinates, and manages acquisition of IT assets. As an IT specialist, manages life cycle design and maintenance specifications for new IT assets. Conducts in-depth systems analyses of existing systems and systems components to determine comprehensive installation business requirements and opportunities for new and/or enhanced information technology. Provide technical guidance and advice requiring a high level of skill in analyzing systems status as related to potential organizational business requirements.

- Certification as a Contracting Officer Representative (COR) or equivalent training is desirable.
- Experience in conducting audits, surveillance, and quality assurance reviews to verify compliance with contractual requirements. Strong analytical and problem-solving skills to identify and mitigate risks associated with contract performance.
- Ability to collaborate with internal and external stakeholders to ensure successful contract execution. Attention to detail and meticulousness in contract review, analysis, and documentation.
- Proficiency in various operating systems, networking protocols, and software applications. Knowledge of cybersecurity principles and best practices to ensure the integrity and security of IT systems and data.
- Excellent communication and interpersonal skills, with the ability to effectively collaborate with users and stakeholders to understand IT requirements and provide technical support.
- Project management skills to coordinate IT initiatives and implement solutions within specified timelines and budgets.
- Embodies great communications skills, both verbal and written, coupled with a remarkable ability to deliver concise and impactful briefings to upper leadership.
Key Skills and Abilities:
1. Knowledge of a wide range of IT principles and systems analysis concepts and techniques, new and emerging information technologies, and security methods and principles.
2. Knowledge of customers' business processes and operations to anticipate and refine functional requirements.
3. Knowledge of concepts and principles of sequencing actions, procurement techniques and requirements, and coordination requirements involved in project controls.
4. Knowledge of design tools, methods, and techniques as well as life cycle management concepts, cost benefit analysis, system architecture, integration techniques, and testing methods.
5. Knowledge of customary approaches, techniques, and requirements appropriate to analyze requirements, develop acquisition strategies, and implement systems enhancements.
6. Ability to maintain an up-to-date awareness of technological advances, to apply internet technologies to analyze networks and the related security aspects, and predict how management can meet future requirements.
Requirements
- This position is on-site and eligible for telework, 2-4 days per pay period.
- Must be a U.S. citizen.
- Employee must be able to obtain and maintain a Top-Secret w/SCI clearance.
- May be required to travel by military or commercial aircraft in the performance of TDY assignments.
- May be required to work overtime on an unscheduled or emergency basis.
- Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise; employee must obtain and maintain the appropriate security clearance.
- PCS and relocation funding are available.

- This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.
