The primary purpose of this position is to serve as an Information Technology (IT) subject matter expert specializing as an IT manager for the entire AF SAP Enterprise advising the Air Force Office of Special Investigations (AFOSI), Office of Special Projects (PJ) PJ Director (PJ/DR), Special Agent In Charge, and PJ authorizing officials/delegated authorizing officials.
Duties
Serves as Senior Security Control Assessor.
Strategic planner for IA processes to further SAP integrity.
Resident AFOST PJ technical expert monitor for SAP TA/TT systems.
Policy development, interpretation, and oversight in accordance with the Clinger-Cohen Act, Federal Information Security Management Act (FISMA), Privacy Act, 0MB, DoD and AF SAP CI0 guidance.

- Position is designated Special-Sensitive and incumbent must be able to obtain and retain a TOP SECRET security clearance with access to Sensitive Compartmented Information based on a Tier 5R investigation. A non-disclosure agreement must be signed.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
- Incumbent shall be subject to a counterintelligence-scope polygraph examination at least once every five years.
- The incumbent must undergo an internal background investigation by OSI and must be approved for duty by the Commander of OSI or the Commander’s designated representative(s).
- Position is situated in a fast paced, high stress staff environment required to support AF SAP CIO, Headquarters Air Force, and the DoD and defense contract SAP community writ large.

- Position includes Information Assurance work as a paramount duty requirement. Per DoD 8570.01-M or its replacement based on DoDD 8140.01,
incumbent must achieve the appropriate IA certification within six months of assignment of these duties.

EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one (1) year of specialized experience at the next lower grade GS-13 (or equivalent in other pay systems) which includes: Implementation of the Clinger-Cohen Act, Federal Information Security Management Act, Privacy Act and related information assurance legal and regulatory framework; Applying information assurance policies and system security procedures designed to protect communications and computer systems to include the entire SAP enterprise; Assess information technology, information systems, the cyber enclave and other technologies peripheral to the specialty; Planning, developing, and carrying out vital security requirements that are central to the mission of the Air Force's ability to develop, test, and field emerging technologies, as well as AFOSI/PJ's SAP mission.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the policies, practices, regulations, and laws concerning SAP information assurance management processes and initiatives, Clinger-Cohen Act, Federal Information Security Management Act, and Privacy Act.
Knowledge of the Joint Special Access Program Security Guide (JSIG) requirements, to include the Risk Management Framework (RMF) and the Continuous Monitory Process (CMP).
Knowledge of the AF SAP Information Technology Portfolio Management processes to include but not limited to DoDI 5205.11, Management, Administration and Oversight of DoD SAPs, DoD 5205.07-M SAP Security Manual, NIST SP 800-53 Rev 4, Recommended Security Controls for Federal Information Systems and Organizations.
Knowledge of SAP information assurance management and security regulations, practices, and procedures.
Knowledge of the mission, roles, functions, organizational structures, and operation of the DoD, AF, and organizations that govern, interface with, and/or influence the Special Access Programs process and information assurance management processes.
Skill to plan, organize, and direct the functions of a multi-person contractor element in critical aspects of Information Assurance practices for the AF SAP community.
Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy.
