About the Position: Serves as a Management and Program Analyst for Communications-Electronics Command, Life Cycle Management CTSF (DA).
Duties
Serves as directorate primary point of contact to facilitate human resources programs and resolve problems.
Acts as liaison to the servicing Civilian Human Resource Service Center CHRSC and CECOM G1 for all aspects of the human resources process.
Provides guidance and assistance regarding these personnel matters in accordance with the appropriate statutes and regulatory guidance and procedures.
Works with management analysts in the directorate on RESHAPE Tables of Distribution and Allowances (TDA), RIF, and other tasks to implement personnel and manpower requirements.
Serves as the principal action officer and advisor for all civilian personnel actions which include position establishment and recruitment actions.
Oversees performance management, to include the AcqDEMO.
Collaborates and consults with personnel within and outside of the organization to develop business analyses/work products to meet organizational goals and objectives.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.

Specialized Experience: One year of specialized experience equivalent to the NH-02/GS-11 grade level or band which includes: Force management experience with overseeing and analysis of manning/TDA documents; 2) Research, review, analyze, develop and apply personnel regulatory guidance; AND 3) Experience in recruitment and staffing processes and providing leadership personnel process advice and guidance.

CECOM is participating in an alternative personnel system known as the Acquisition Demonstration Project. The NH-03 pay band is equivalent to the GS-12, Step 01 to GS-13, Step 05; this position is subject to an internal organization control point at the NH-03.
This is a DoD Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) position in the NH-03 broadband with an advertised pay range from the lowest equivalent GS-12 grade Step 1 to the highest equivalent GS-13 grade step 05 in the broadband. This position is covered by control points to account for variances in position responsibilities within the broadband. The Control Point for this position NH-03 Management and Program Analyst is $86,962 to $98,555 including locality at the rate of 16.82%. Management will set the selectee's pay for this position within the control point salary range consistent with the qualifications and education of the selectee and the expected contribution for the position.
The control poiint for this position is GS-12 step 05.
