The primary purpose of this position, PROGRAM MANAGEMENT SPECIALIST, GS-0301-09, is to to conduct 100% of the inventories/inspections of all tool kits assigned to maintenance squadrons within each group. Ensures the contents of each tool kit match the Tool Kit Custody Receipt Listing (TKCRL).
Duties
Perform 100% inventories/inspections of a squadron's (or multiple squadrons) assigned tool kits. Accomplish all inventory/inspection, tool template updates, new kit issuing, and tool kit transfer processes (involving supervisor transfers, retirements, etc.) during the 365-day annual inspection(s).
Perform administrative functions and maintain cooperative working relationships with team members, customers, and management officials.
Access the Electronic Facility Equipment Management System (EFEMS) database to review, adjust, and update Tool Kit Custody Receipt Listings (TKCRLs).
Comply and stay abreast of all Air Force, local, and Department of Defense policies concerning the Tool and Equipment Program.

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
GS-09
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade (GS-7), or equivalent in other pay systems. Specialized experience is experience in knowledge of the principles, concepts, methodology and skill in inspection techniques to analyze effectiveness and efficiency of the tool kit compliance in assigned squadron(s). Practical knowledge of a wide range of technical methods, principles, practices, and skill in applying this knowledge to such assignments as the design and planning of difficult, but well-precedented projects. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION: Applicant must have successfully completed a master's or equivalent graduate degree, or two full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related.NOTE: You must submit a copy of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed, qualifying education and experience may be used to meet total experience requirements. Specialized experience directly related to the work of the position may be used to meet the requirements of this position. Education in excess of one full year of graduate level education or superior academic achievement may be used to qualify applicants for the GS-9 level. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Due to the use of 120-day rosters, applicants within 120-days of completion of TIG requirements are encouraged to apply. Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Detailed knowledge and understanding of management principles and practices and ability to apply this knowledge to all facets of the organization and program.
Knowledge of depot maintenance programs and policies, principles, practices, procedures, management policies, administration, supply program, directives, operating instructions, a variety of logistical and industrial management concepts and how they relate specifically to tools, inventories, and tool kits.
Knowledge and understanding of major issues, program goals, objectives of the tool program, and sequence and timing of operational events and milestones al the group, complex, and command levels; with the ability to communicate that information to managers, supervisors, and employees.
Skill in planning and conducting comprehensive inspection activities to affect the changes necessary to improve the maintenance and policy compliance.
Ability to effectively understand trend analysis to quantify the organization's inspection opportunities and risks.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
PHYSICAL DEMANDS: The work requires some physical exertion, such as frequent walking, standing, stooping, and recurring lifting and carrying of heavy items weighing 25 pounds and over with assistance, such as: papers, boxes, tools, equipment, files, etc., may be required.
WORK ENVIRONMENT: Duties require the incumbent to visits various warehouses and shops to gather information for reports and projects. The incumbent is expected to adhere to all safety and security protocols while visits work sites, including the wearing of hearing and eye protection and protective clothing. When desired information is gathered, the incumbent works from a well-lighted and climate-controlled office when preparing final reports.
