You will serve as a Financial Management Analyst in the NAVAL ACADEMY.

Duties

You will extract and analyze reports to identify financial inconsistencies. You will maintain and reconcile financial information in a financial management system. You will review credit card purchases to determine compliance with government travel card rules and regulations. You will administer a Government Travel Credit Card program (GTCC) (e.g., manage usage, transactions, delinquencies). You will resolve problems with financial management and accounting matters relevant to the Defense Travel System.

Requirements

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

GS-09 Requirements Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Researching, interpreting, and applying Joint Travel Regulations (JTR) and other governmental travel policies and procedures for travelers, in addition to assisting users with travel management system training for systems, such as Defense Travel System (DTS); 2) Operating various travel and financial management systems to properly analyze data and to efficiently audit travel and financial records; 3) Serving as primary point-of-contact for various travel programs similar to DTS Help Desk and the Unit Travel Card (UTC) program while overseeing financial reporting for a Comptroller's travel office; and 4) Communicating effectively in writing and verbally while providing excellent customer service to internal and external customers. GS-07 Requirements Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying Joint Travel Regulations (JTR) and other governmental travel policies and procedures for travelers; 2) Assisting users with travel management system training for systems, such as Defense Travel System (DTS); 3) Serving as primary point-of-contact for various travel programs similar to DTS Help Desk and the Unit Travel Card (UTC) program; and 4) Communicating effectively in writing and verbally while providing excellent customer service to internal and external customers. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-09 Level
  • Master's or equivalent graduate degree, or
  • Two (2) full years of progressively higher-level graduate education leading to such a degree, or
  • LL.B. or J.D., if related
GS-07 Level
  • One (1) full year of graduate level education, or
  • Superior academic achievement
