This position is located in the Department of Homeland Security (DHS), United States Coast Guard (USCG), Deputy Commandant for Operations, Inspections and Compliance Directorate, Office of Commercial Vessel Compliance, Flag State Control Division, Washington, DC.

Duties

As a Marine Transportation Specialist you will serves as a subject matter expert in the development, maintenance and interpretation of Coast Guard laws, regulations, policies and procedures relating to the auditing and oversight of Third Party Organizations (TPO) or Recognized Organizations (RO) involved in the alternate vessel inspection programs. CVC-4 manages the oversight of TPOs and ROs that have been delegated authority to perform statutory certification and services on behalf of the Coast Guard and U.S. flag in accordance with International Maritime Organization (IMO) instruments and U.S. laws and regulations.

Requirements

  • Males born after 12/31/1959 must be registered for Selective Service.
  • Must be a U.S. Citizen or National.
  • Suitable for Federal employment determined by background investigation.
  • Time-in grade requirement must be met by closing date.
  • A one year probationary period maybe required.

Qualifications

Individual Occupational Requirements Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. OR Specialized Experience To qualify for the GS-13 level, applicants should have at least one year of specialized experience at or equivalent to the GS-12 level in the Federal service.  Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.Specialized experience must include:  Conducting vessel inspections and audits; AND Preparing documents, reports, and correspondence relative to commercial vessel inspection programs. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.  If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
