The primary purpose of this position is to serve as an Information Technology (IT) specialist responsible for base level administration, operation, and maintenance of the 737th Training Group's Closed Circuit Television (CCTV) Surveillance System's computer network, and to provide technical assistance, training, and support to management and customers.
Duties
Administers the secure computer networked closed circuit television surveillance system.
Conducts problem analysis to identify trends, ineffective practices or procedures, and equipment shortcomings.
Serves as the Video Management Systems (VMS) Core administrator/maintainer.
Programs switch and router operating system software to ensure reliable communications traffic for all authorized BMT users.
Provides customer assistance and/or training for assigned VMS and network systems.

- Employee must be able to complete the requirements of DOD 8570 training and become certified within 6 months of being hired or employee will be removed from this position.
- Employee must be able to complete a digital switching and routing course
- This position has been designated as a key position IAW AF136-507. Duties of this position are essential to the accomplishment of wartime/contingency operations.
- Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
- Must be able to obtain and maintain a Secret Clearance.
- This is a Term Position NTE 72 months
Qualifications

EDUCATION: Ph.D or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-09 (or equivalent in other pay systems) which includes Knowledge of a full range of IT principles, methods, advancements, policies, systems concepts and analysis, design, development, testing and applications, both hardware, software, and network switching and routing. Equipment. Ability to perform feasibility studies, cost analyses, and develop proposals that represent a best course of action along with suitable alternatives.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the full range of Institute of Electrical and Electronics Engineers (IEEE) 802.3 standards for network systems design principles, methodologies, and approaches used in developing, testing, installing, operating, managing, and maintaining VMS network services that support functional requirements. Knowledge of performance characteristics of VMS equipment, services, and transmission of media to evaluate devices, proposals, and approaches.
Knowledge of configuration management concepts and practices to develop and implement plans for LANs, WANs, network switching and routing equipment, and network attached storage (NAS) devices.
Knowledge of network equipment operating and maintenance concepts and methods to troubleshoot network problems. Knowledge of the VMS network architecture, topology, protocols, and security requirements.
Knowledge of VMS controls, hardware, software, applications, installation and maintenance concepts. Knowledge of IEEE 802.3 wire color-codes, layout sheets, wiring diagrams, schematics and blueprints.
Ability to locate and determine the nature of trouble by tracing and measuring systems capabilities for continuity and proper operation of individual electrical and mechanical components. Ability to analyze component interrelationships and evaluate network systems and computer applications from an operational perspective.
Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements. Ability to communicate factual and procedural information clearly, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
