The primary purpose of this position is to manage the installation's records and Freedom of Information Act (FOIA) and Privacy Act (PA) programs program. The incumbent is also responsible for implementing policy, providing guidance, program management of Freedom of Information Act (FOIA), Privacy Act (PA), and Information Collections and Reports.

Duties

Administers the organization's RIM program to align with the agency's business and mission needs. Develops and oversees record management applying established policies, principles, laws, standards and guidelines for paper records, electronic, magnetic, optical, imaged, and any other format for archiving and maintaining information used by the organization. Responsible for installation FOIA programs/initiatives and provides the FOIA source of knowledge for a host installations and tenant units. Provides managerial responsibility of FOIA requests for Air Force (AF) records. Receives and evaluates FOIA requests in terms of published legislation, content, estimated time and cost of the request, and determines the office of primary responsibility (OPR) for coordination. Serves as the installation representative for the PA (Privacy Act) program. Conducts thorough review of AF and MAJCOM policy and guidance to determine if supplemental guidance is required for installation implementation to protect access to information which falls under the PA during electronic transmissions. Interprets the law, publications discussing current amendments, findings, and decisions in order to keep installation procedures current. Establishes and conducts formal and/or informal training for installation personnel on maintenance of records, file plans, electronic records management, and any other area of records management deemed necessary. Such training may include train-the-trainer instructions, initial orientation, records Custodial training, FARM training, workgroup manager, and functional systems administrator training, and specialized training that include action officers, and individual user training. Manages the operation of the base records staging area and centralized destruction facility. Receives and stores all installation's inactive records to include unclassified or sensitive records. Ensures charge-out records are returned to staging within established timeframes. Established a system of accounting and protection for all vital records. Retrieve records upon request, destroys and/or recycles those records eligible for destruction, and transfers long-term records to a Federal Records Center.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-7, or equivalent in other pay systems. Examples of specialized experience includes interpretation/understanding of legislation, DOD regulations, and AF policies governing Records, the Freedom of Information Act (FOIA), Privacy Act (PA) and Information Management. The position implements information management guidance on behalf of the Wing Commander and tenant units assigned to an installation. Analysis is utilized in establishing local processes and procedures to ensure the stakeholders understand how information is disseminated based upon legal opinions for release or denial of public requests. OR EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience described in the job opportunity announcement; however, and have at least one year of progressively higher-level graduate education, but have not obtained a master's or equivalent graduate degree. Therefore, have a combination of experience and education. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-7 level is required to meet the time-in-grade requirements for the GS-9 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of applicable legislation, National Archives and Records Administration guidelines, DOD regulations, and AF policy as it relates to the Record and Information Management, Freedom of Information Act (FOIA) and Privacy Act (PA) programs. 2. Knowledge of the RIM principles, FOIA and PA legal exemptions process, procedures and guidelines for federal agencies, policies and guidance to operate storage/staging facility and conduct staff assistance visits. 3. Knowledge of automated programs sufficient to enter and retrieve data, construct and maintain statistical and data e-files. 4. Ability to communicate effectively, providing technical advice in terms of oral and written briefings, reports, and recommendations to senior leadership and unit technicians. 5. Ability to gather, analyze, and evaluate information, in order to draw conclusions and make recommendations. 6. Ability to develop and deliver training in installation standard operating procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty.
