Duties

As a Program Analyst, you will: Analyze and evaluate, on a quantitative/qualitative basis, the effectiveness of line program operations in meeting established goals and objectives. Evaluate and advise on organization structures, methods, and procedures. Analyze management information requirements. Develop, analyze, and evaluate new or modified program/management policies, regulations, goals, or objectives. Develop procedures and systems for assessing the effectiveness of programs/management processes.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: Specialized experience for the GS-13 is defined as one year of experience at the GS-12 level, or equivalent that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position.Specialized experience for this position is defined as conducting projects using qualitative and quantitative analytical and evaluative techniques in support of management, concerning the implementation of proposals, in order to enhance the effectiveness of programs and operations. Examples of such experience could include: Researching issues, conducting special analysis, recommending solutions, and developing these into decision papers or decision making tools; OR Drafting communications and briefing tools (speeches, talking points) and/or individual correspondence or responses, both within and across organizational lines; OR Ensuring follow-up/completion of specific activities/projects/programs/initiatives. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13 you must have been at the GS-12 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
