You will serve as a PROGRAM MANAGER in the Aviation Ship Integration Office of NAVAL AIR SYSTEMS COMMAND.

Duties

You will team with NAVSEA, PEO IWS, PEO C4I, NAVSUP, Resource Officers (ROs), and Fleet representatives. You will ensure that aviation related requirements are adequately and accurately addressed within their perspective developmental efforts that support In-service Carrier Programs. You will serve as the primary aviation action officer to the Inservice Carrier PMS-312 Program Manager and the Director of Aviation, PEO CV. You will provide executive level leadership and overall coordination of the In-service and Reactor Complex Overhaul (RCOH) aviation IPTs supporting the Naval Aviation Enterprise (NAE) related systems integration. You will serve as the primary aviation representative to the In-service Program Manager and appointed Deputy, IWS, WARCOM, and NAVAIR Participating Acquisition Resource Managers (PARMs). You will support agency-specific strategies, direction, goals, and objectives.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position is a designated Critical Acquisition Position (CAP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-3 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Planning, coordinating and executing annual budgets in accordance with the PPBE targets and within Program Office controls, to conduct aviation integration related work for large scale efforts/platform 2) Leading a team of supporting engineers and sustainment Subject Matter Experts (SMEs) who are responsible for the integrated aviation design and delivery of in-service and emerging aviation air vehicles, aviation systems, and aviation enabling equipment and facilities; 3) Managing the obligations, expenditures, and execution of aviation related annual and future year budgets for an IPT; 4) Aviation systems and flight deck certification process, SOVTs, and industrial testing. Desired experience: Naval and/or Privet Shipyard, Supervisor of Shipbuilding (SOS), Navy Modernization processes and associated product(s) development, Ship Change Documentation (SCDs).
