This position is in Environmental Management Service (EMS) at Baltimore VA Medical Center (VAMC). The primary purpose of the position is to direct and coordinate and delegate the administrative and operational/planning activities internal and external to the service. EMS within the VA Maryland Healthcare System (VAMHCS) is a multiple layered organization with many functions and work processes.

Duties

Major Duties May Include: The incumbent makes recommendations to EMS management regarding needs, distribution or redistribution of resources. Assembles and compiles budget information and oversees the running account of funds allocated and expended in all sub accounts. Makes interim adjustments where necessary by applying knowledge and understanding of budgetary policies, procedures, and regulations. The Incumbent manages and coordinates all administrative aspects of the Service. Provides formularized planning direction and is responsible for submission of EMS Business Plans and supports the submission of various reports. The policies and procedures dealt with are for all the various aspects of the Service including budget and fiscal management, supply services and equipment procurement, personnel and workforce utilization and procurement submissions. Develops, evaluates, and modifies organizational structure and systems to achieve program goals. Participates in the analysis and interpretation of workload and other data used in resource planning. Manages contracting and procurement for small procurements that require varying approaches. Initiates and prepares contracts to secure adequate resources to facilitate operations to include determining appropriate costs, performing costs analysis, soliciting bids, writing sole source justifications, and communicating both orally and in writing with contractors. The incumbent is held technically and administratively accountable for planning and managing the daily activities of three full time administrative and program support personnel including one GS-0341-9 Administrative officer, one GS-1712-9 Training Administrator, and one GS-0303-7 Administrative Support Assistant. Plans and administrative programs and functions for organization. Identifies, analyzes, and makes recommendations to resolve conventional problems and situations. May be assigned portions of broader studies of largely administrative organizations or participate in the evaluation of program effectiveness at the operating level. May develop detailed procedures and guidelines to supplement established administrative regulations or program guidance. Assigns work to subordinates based on priorities, consideration of the difficulty of work and capabilities of employees. Interviews candidates for subordinate positions, recommend appointments, promotions, and reassignments. Work Schedule: Monday-Friday 7am- 3:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/17/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Education: Ph.D. or equivalent doctoral degree or, three full years of progressively higher level graduate education leading to such a degree or, LL.M., if related. Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.) Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Demands: The work is primarily sedentary, although some slight physical effort may be required. Work Environment: Work is typically performed in an adequately lighted and climate-controlled office. May require occasional travel.
