Duties
The primary purpose of this position is to serve as a Management and Program Analyst to evaluate the effectiveness of program operations and management and organizational efficiency and productivity. This is accomplished through the review of program pursuits, which ensures accountability of mission-related goals and objectives that reduces homeland security risks.
Duties performed:
Gathers, analyzes, and interprets data, and prepares summary texts with supporting visual aids for meetings and other oral presentations and presents information that covers a gamut of details when explaining, clarifying, defending, or answering questions.
Conducts review of program activities, providing authoritative findings, guidance, and recommendations on agency-wide programs and advanced analytic studies (e.g., mathematical models, cost-benefit analyses, and optimization of programs).
Reviewing and assessing established work plans and program accomplishments regarding the utilization of manpower, material (equipment and supplies), and financial resources of current and projected programs.
Developing, implementing, and providing oversight for program related policies, procedures, standards, and methods for collection, processing, analyzing, summarizing, and presenting statistical, financial, cost, and performance data needed for program evaluation and decision making.
Qualifications
Specialized Experience:
GS-13: Applicant must have at least one full year of specialized experience comparable in scope and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
Monitoring program budgets to assess the efficiency of spending plans;
Performing research studies to advise management on program issues;
Preparing budget data reports to present to management; and
Reviewing policies and procedures to ensure program activities are compliant.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current competitive service employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). You may need to submit more than one SF-50 to comply.
