The primary purpose of this position is: Serves as the sole Air Force (AF) Deception Staff Officer with expertise in Signature Management, supporting Air Force level Operations Security (OPSEC) and Military Deception (Deception) programs within the Information Operations (IO) Branch, Deputy Chief of Staff (DCS) for Operations (AF/A3), Headquarters Air Force (HAF).

Duties

Plans, organizes and directs the activities of AF Signature Management. Designated approving authority within the AF for the evaluation and effectiveness of all issues related to AF signature management. Actively participates in strategic planning to improve program direction and focus using planning tools and techniques. Represents the AF as the sole Deception Staff Officer-Signature Management expert in a variety of Joint, OSD, foreign and non-government organization exchanges requiring coordination and program execution.

  • Bachelor’s degree plus some master’s degree work (any discipline) (BA/BS+) is highly desired
  • This is a Centrally Managed Position in the Operations Career Field.

Qualifications

(Con.) This position is designated as a Testing Designated Position (DP) under the AF Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the AF, national security and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administration and Management Positions, Miscellaneous Administration and Program Series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of doctrinal and operational concepts for IO to include Signature Management, OPSEC, Deception Activities, Military Information Support Operations (MISO), and IW; expert knowledge of analytical and evaluative methods plus a thorough understanding of OPSEC and Deception regulations, policies and governance to evaluate wing and MAJCOM programs through annual assessment process. Applies expertise to quarterly, annual and biannual assessment to evaluate gaps and needs and make recommendations for future tools and requirements; expert knowledge of advanced management and organizational principles and practices for operational concepts for IO with emphasis on Signature Management, OPSEC and Deception Activities; and knowledge of planning, programming and budgeting regulations, guidelines and processes; knowledge of DoD and AF planning, acquisition and management processes to provide advisory support to long-range AF war, mobilization, exercise, deployment and similar operations planning efforts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of AF program goals and objectives, the sequence and timing of key operational events and milestones and methods of evaluating the effectiveness of planning actions as it relates to Signature Management, OPSEC and Deception Activities. Expert knowledge of the mission, roles, functions, organizational structures and operation of DoD and AF organizations to provide collateral level staff guidance and the relationship of the various AF entities involved in the overall planning and execution of Signature Management, OPSEC and Deception Activities. Ability to negotiate complex issues and maintain good working relations. Skill in communicating effectively with others, both orally and in writing, in working out solutions to problems or questions related to the work and delivering written and/or verbal presentations to senior level audiences for decision-making purposes. Thorough knowledge of a comprehensive range of intelligence research and collection methods, techniques and practices to use multi-source intelligence information systems to develop. Skill and ability to speak and write effectively, prepare highly complex, sensitive issues and statements for senior military, government and private sector management officials. Ability to maintain control of classified material, quickly assimilate disparate data, render knowledgeable and accurate assessments of the implication of such data and make decisions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
