This position is in the Office of the Secretary, Office of The Executive Secretariat (Exec Sec), Operations Team. The Executive Secretariat is the focal point in the Department of Education for tracking all official correspondence and decision documents requiring the Secretary’s or Chief of Staff’s signature or approval.
Duties

We encourage you to read this entire vacancy announcement prior to submitting your application.As a Training Technician, GS-1702-09, you will be responsible for:• Supporting the publication and maintenance of course materials on the Talent Knowledge Management (TKM) ConnectED (intranet) site and the Department’s e-learning management system (FedTalent). The incumbent also supports refinement of training materials per instruction by the Talent Knowledge Management (TKM) Director to meet established goals and objectives. • Supporting development of training materials for courses, including, for example, attendee questionnaires and development of marketing content, such as videos and flyers to promote Talent Knowledge Management (TKM) trainings. The incumbent also supports development of PowerPoint slide decks and pre-course/post-course assessment tools through regular development meetings and training test groups.• Supporting planning, development, maintenance, and implementation of course materials for instructor led and self-service on-line training. Support the delivery of training to stakeholders by performing attendee management and scheduling instructor-led and online course content within the Department’s e-learning system. • Serving as support to the Talent Knowledge Management (TKM) Director and training specialist in accomplishing a wide variety of administrative tasks, including, but not limited to, managing the Talent Knowledge Management (TKM) Outlook account. Serve as an administrator for the Office of the Secretary’s Correspondence Tracking System (CTS) by adding/removing users as necessary and responding to Correspondence Tracking System (CTS) Help Desk inquiries and requests for licenses. The incumbent may deliver hands-on assistance to correspondence stakeholders (one-on-one and small groups) in virtual environments in response to help desk inquiries.• Providing technical assistance and troubleshooting for training attendees. Notify Talent Knowledge Management (TKM) Director and Operations team of complex or difficult technical problems that need to be escalated to the Office of Chief Communication Officer (OCIO) or Information Technology (IT) contract vendor.

Qualifications
You may meet the minimum qualifications for the GS-09, if you possess the specialize experience, education, or a combination of the two.Specialized Experience for the GS-9
One year of experience in either federal or non-federal service that is equivalent to at least a GS-07 performing two (2) out of three (3) of the following duties or work assignments:
1. Experience with maintenance of training resource material; including writing, reviewing, editing, and publishing written and/or recorded materials (Point Papers, Manuals and Quick Guides etc..).2.Experience coordinating the delivery of training content and evaluation; including course material, surveys, email communications, internal web content, and training delivery activities to stakeholders.3. Experience with clear/concise oral and written communication, explaining concepts/processes and/or course materials.
OREDUCATION (see EDUCATION SECTION of the vacancy announcement)ORA combination of both education and experience in which the total percentages must equal at least 100 percent to qualify an applicant for that grade level.

Ability to edit and modify web content using O365 SharePoint.
Ability to create, edit and modify written materials using Microsoft Suite applications, such as Word, PowerPoint, MS Forms, Excel.
Ability to communicate effectively both orally and in writing for the purpose of explaining work product and requirements.
Knowledge of the use and operation of documents and/or case management systems, understanding data input, search, query and report generation.
Ability to make oral or written recommendations to the Director on methods of improving efficiency, productivity, and effectiveness of the team.
Education
You may meet the minimum qualifications of this position by meeting the following education options.
GS-9
Two years of graduate education (beyond a bachelor’s degree).
or
A master's degree or equivalent degree or
LL.B. or J.D., if related
or
A combination of specialized experience and education that when taken as a percentage of the required education and experience total 100% or more.
