This position is located in the Office of Human Capital and Training, Career Development and Training Division in Washington, DC. The incumbent will oversee the administration of the National Transportation Safety Board (NTSB) Learning Management System (LMS) and its suite of functionality, reports, and technology applications, to support instructors, staff, and adult learners.
Duties
As a Training Technician, GS-1702-12, you will perform the following major duties:
Analyzes requirements, conducts research, collects and analyzes user feedback on Learning Management Systems (LMS) technology, processes, procedures, and information. Researches and recommends actions to resolve LMS functionality issues. Trains LMS users.
Plans and carries out projects, develops proposals, identifies milestones and resources needed. Develops standard operating procedures, job aids, and user tools; maintains logs and records of system/user problems and resolution.
Analyzes and advances learning initiatives related to the use of blended and e-learning tools and applications of technology. Maintains quality control of LMS courses including 508 compliance, Sharable Content Object Reference Model (SCORM) standards, and browser compatibility testing; supports video-teleconference, distance education, and lecture capture/recording technologies; Recommends and oversees the implementation of new, emerging, and/or upgraded instructional system design technology and innovative web storage and accessibility solutions.
Prepares purchase requests and invitational travel orders; coordinates receipt, shipment, and inventorying of training materials and supplies; enters purchase orders in the financial management system, prepares receipts, reconciles purchase card transactions; assists in preparation of procurement forecasts and budget requests; serves as Contracting Officer's Representative for the LMS and related contracts and interagency agreements; prepares statements of work, interagency agreements, and related documents.

- The work is typically sedentary, although some physical effort may be required to transport training equipment of (<50 lbs.). Extended periods of sitting may be required while facilitating virtual training.
- Unless currently certified as a Level II Contract Officer’s Representative (COR), the selectee will be required to complete a 40-hour COR training course and pass the applicable examination within the first three months of employment.
- Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level) by the closing date of this announcement. Only experience obtained by the closing date of this announcement will be considered.
Qualifications
To qualify for the position, you must meet the following Specialized Experience:
GS-12: You MUST have one year of specialized experience equivalent to at least the GS-11 grade level in the Federal service (experience may have been gained in the private sector). Specialized experience is defined as: (1)?serving as an expert advisor and administrator of a learning management system (LMS) and its suite of functionality, reports, and technology applications, and researching and recommending actions to resolve LMS functionality issues; (2) managing online learning content; (3) developing and applying business processes to ensure mandatory training data is accurately; (4) Overseeing LMS configuration and change management, and developing instructions to ensure effective implementation of system changes, upgrades, and enhancements; and (5) training LMS system users.
