As a Mail Assistant at the GS-0305-06/07, you will be part of Facilities, Security and Emergency Management, Office of Personnel Management. If selected, you will be responsible for monitoring and reporting to the Support Service Supervisor on timeliness, efficiency, and effectiveness of services of the internal distribution of official mail and mail-related materials, to include analyzing present procedures of official mail management control systems and directing operational services.

Duties

Assists the management of day-to-day operations, ensuring proper disposition of official mail and distribution items. Reviews the operation of all internal mail including receipt, processing, and distribution to approximately 30 delivery points for OPM Program Offices. Conducts quality reviews to ensure proper tracking and accountability of mail. Verifies that all mail items delivered to the loading dock are accounted for and documents the packages received by article number. Coordinates with United States Postal Service (USPS) points of contact on missing/lost mail and packages. Delivers mail and parcel to USPS and picks up incoming mail and parcel for return to mailroom. Maintains inventory records and data for preparation of ad hoc reports and inquiries. Sorts mail articles by drop off points for delivery. Opens and reads mail to determine proper section when address is incomplete and when addressed to OPM. Maintains signature accountability on registered, insured, or special delivery mail. Operates meter machine for processing outgoing mail, to include special handling. Monitors postage expenditures to ensure sufficient monies are available for postage purchases to include dispatch of Bulk Rate mailing. Generates daily postage accountability data reports and reports on amount of mail processed. Investigates complaints of inadequate mail service and initiates actions to improve service when justified. Maintains and updates monthly departmental mailing lists by coordinating with points of contact for each OPM program office to ensure employee listings are updated and accurately reflected for mail routing and delivery, posting changes as required. Develops and establishes delivery schedules for accurate pickup and delivery of unclassified mail distribution and printed matter for supported activities. Advises OPM customers and makes recommendations on most efficient and effective method for mailing packages and correspondences.

For the GS-06 Grade Level: You must have one year of specialized experience equivalent to at least the GS-05 grade level in the Federal service which includes experience in: Performing manual and/or automated processing of incoming and outgoing mail; Applying United States Postal Service directives, policies, and procedures; and Advising customers on mailroom processes and methods for mailing packages and correspondences. For the GS-07 Grade Level: You must have one year of specialized experience equivalent to at least the GS-06 grade level in the Federal service which includes experience in: Performing manual and/or automated processing of incoming and outgoing mail; Applying United States Postal Service directives, policies, and procedures; Advising customers on mailroom processes and methods for mailing packages and correspondences; Maintaining inventory records and data for preparation of ad hoc reports and inquiries; and Investigating complaints of inadequate mail service and initiating actions to improve service. Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-06 level. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement.
