You will serve as a MANAGEMENT ANALYST in the NATEC, ENGRG & TECH SERV DEPT., ETS OPS SUPT SERVICES DIV. of NV AIR TECHNICAL DATA AND ENGRG SVC.

Duties

You will act as appointed Non-Defense Travel System (DTS) Travel Clerk and/or Entry Agent (NDEA). You will coordinate with and collect information from travelers for preparation and issuance of travel orders using DTS. You will create and manage tracker for travelers’ passport expiration dates; prepare and submit passport, visa, and if applicable, Status of Forces Agreement (SOFA) application ensuring timely issuance or renewal. You will review purchase requests using the required sources of supply and the order of priority for acquiring supplies and services. You will review and analyze purchase requests for completeness and adequacy, and to determine how the purchase should be made. You will record transactions and reconcile monthly bank statement. You will retrieve data from the NATEC ETS Local Assist Reporting System (ELARS) for NATEC Detachment Leadership and supported customers and convert data into required reports in the form of spreadsheets, graphs, and tables. You will review and update personnel information in NATEC’s local systems application (ALADN) upon personnel check in and check out. You will act as the Detachment point of contact to initiate work requests, trouble calls, etc. for facility, property, equipment, and communication services.

Requirements

  • Must be determined suitable for federal employment.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1.) Experience as a Government Purchase Cardholder. 2.) Experience using Defense Travel System (DTS) in a DTS Clerk or Non-DTS Entry Agent. 3.) Knowledge of the Joint Travel Regulations, Federal Travel Regulations and Foreign Travel Clearance Guide. 3.) Naval Air Technical Data and Engineering Service Center (NATEC) organization knowledge. 4.) Skills in software applications such as Excel, Word, Powerpoint, Teams, Sharepoint, and Management Information Systems (MIS) 5.) Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Master's or equivalent graduate degree

or

2 full years of progressively higher level graduate education leading to such a degree

or

LL.B. or J.D., if related
