The incumbent serves as the Special Assistant to a Senior Executive member of the Food and Nutrition Service. The incumbent in this position will participate fully with the Senior Executive in all technical and analytical aspects of the operations of the assigned Office. This is an authoritative and challenging position. The incumbent may be called upon to represent the Senior Executive to Department and external stakeholders, often on short notice with minimal preparation time.

Duties

Assist leadership in the development of long-term management plans for the efficient/effective operation of the organization; provide ongoing analysis, consult and collaborate with staff/program managers. Undertake high priority special initiatives. Coordinate multiple projects/assignments, provide written materials to senior executive for decision-making/engagements. Participate in short/long-term planning; Interpret/adhere to guidance on management of agency executive communications. Establish and maintain effective working relationships with various internal and external stakeholders. Obtain and provide information concerning Agency programs/ activities. Develop recommendations and present on program/legislative issues. Determine, monitor program goals, and initiate corrective action. Demonstrated in depth and expert knowledge of agency program and activities; agency missions, policies, and objectives. Represent the Senior Executive and liaison with entities inside/outside of government to include, Congressional staff, FNS and USDA staff and others concerned with Agency policies/programs. Serves as the contact for assigned projects/assignments.

Qualifications

THIS IS A TEMPORARY ASSIGNMENT NOT TO EXCEED ONE YEAR. The selectee will be given a temporary promotion if eligible or be placed on a lateral detail if already serving at the advertised grade level on a permanent basis. If temporarily promoted, the temporary assignment may be ended earlier or extended twice in 1 year increments, up to five (5) years based on management's needs. It may also be made permanent without further competition. If the temporary assignment is not made permanent and its duration is one year or less, the employee will be returned to a position that is comparable to his or her permanent position (i.e., same series, grade, and duty location) in the same or successor Division/Office. If, however, the temporary assignment is not made permanent, is to a position in a different Division/Office from the employee's permanent Division/Office, and exceeds one year (including extensions beyond one year of the initial appointment of one year or less), the employee will not be returned to his or her permanent position of record. Since an extension of a temporary promotion beyond one (1) year will directly impact the employee's return rights to his or her permanent Division/Office and duty location, the employee must concur in advance with any extension of the temporary promotion beyond one (1) year. At the end of the temporary promotion (if temporarily promoted), the employee's basic pay will be set at the rate received prior to being temporarily promoted, regardless of length of the temporary promotion. The pay rate shall be increased to reflect pay increases (if any) received while temporarily promoted, as long as the resulting rate does not exceed the new range maximum. Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: To qualify for the GS-14: Applicants must possess one year of specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis: Proactively initiating, managing and completing projects timely and accurately; Presenting orally and in writing in a manner that is clear, well-organized and appropriate for understanding of the intended audience; Developing talking points and briefing papers for senior officials and presenting materials for a variety of audiences; Developing materials to communicate policies and procedures and write memoranda, position papers, and other materials related to complex national policy; Collaborating with executives, managers, and supervisors in coordinating projects or initiatives identified by senior management; Identifying and resolving complex issues or problems by proposing recommendations and implementing strategies; AND Independently organizing and tracking a variety of assignments including quick turnaround requests. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
