Serves as a Supervisory Health Systems Specialist (Organizational title is credentialing and Privileging Manager) and is assigned to the Medical Staff Office, which is under the Chief of Staff at a VAMC; oversees all functions related to healthcare providers' professional credentials supporting all divisions of the VAMC (i.e. full time, part time, temporary, intermittent, contract, with out compensation (WOC) and fee basis) in accordance with VHA Credentialing and Privileging (C&P) Directives.
Duties
Duties include, but may not be limited to the following:
Identifies and presents to leader ship the resources necessary for accomplishing the mission and function of the facility's C&P program
Manages the C&P staff; sets and adjusts short and long-term priorities; assesses staffing needs; plans work to be accomplished; and ensures positions are appropriately manned to cover all program functions
Develops, modifies, and/ or interprets performance standard; outlines and explains performance expectations to staff; assigns and reviews work performed by subordinates based on priorities, consideration of complexity and requirements of assignments and employees skill level; evaluates work performance mid-year and annually, and provides regular feedback on employees' strengths and weaknesses
Provides advice, counsel, and instruction to employees on work and administrative matters; serves as approving official for leave requests and approving official for credit card purchases and reconciliations; conducts staff meetings and composes minutes.
Identifies developmental and training needs of employees; provides or arranges for needed development and training; advocates to leadership and /or program officials for training resources
Hears and resolves issues and complaints from employees, referring to group grievances and more serious unresolved complaints to higher-level officials as needed; effects minor disciplinary measures (warnings, reprimands) and recommends more serious disciplinary actions to higher level supervisors
Interviews and selects candidates for vacancies, promotions, details and reassignments; and applies EEO and merit promotion principals and requirements to all personnel management actions and decisions to ensure that all personnel management actions and decisions to ensure that all personnel are treated in a manner that is free of discrimination
Provides consulting and guidance to local leadership and C&P employees on all matters pertaining to the facilities C&P program including Healthcare Professionals; C&P; Facility Scope Practices; National and VISN Memorandums of Understanding (MOUs); Veterans administration Memorandums; VHA requirements, Handbooks, Directives and Policies; TJC Standards; quality assurance assessments; and risk management and mal practice claim action evaluations
Serves as the primary consultant for the facility's C&P program; analyzes program audit results; interprets facility quarterly report care data; researches provider credentialing requirements; identifies potential privileging issues; drafts facility Medical Staff Bylaws updates and revisions; etc.
Coordinates with Service Chiefs and service level administrative teams for annual committee(s) review of clinical privileges and scope practice forms; reviews clinical privileges and scope of practices for accuracy, setting specific indicator and signature appropriations as required for VAMC compliance with Joint Commissions Standards
Serves as the Point of Contact (POC) and SME for credentialing updates, Human Resources, Providers and hiring services; telehealth teams to ensure C&P requirements are completed prior to patient care activity; state Licensing Board Reporting; electronic credentialing database actions and training; VetPro quarterly accessions
Performs as the VAMC SME on the following topics, including, but not limited to to credentialing of licensed independent practitioners (LIP) and Non-LIPs; privileging and privileging related matters including focused and ongoing professional practice; and privileging actions
Ensures national level reporting requirements are accurately completed including, but not limited to, quarterly security reports, quarterly accuracy certification of the Our Provider's website, and accuracy of the VA/DoD shared provider registry
Performs other C&P program related duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/16/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-12 position you must have served 52 weeks at the GS-11.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Health System Administration Series, 0671, has an Individual Occupational Requirement (IOR):
Undergraduate and Graduation Education: Major study -- Hospital Administration, Public Health Administration, or related fields such as Business or Public Administration with course work in Health Care Administration. Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
Special Provision for In-service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field.

Physical Requirements and Work Environment: The work is primarily sedentary; although, some slight physical effort is required. Accompanying HPTs through the medical site or clinical training site may be required. Some work may require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. Stamina and concentration to meet crucial deadlines is required. The work is performed in a typical office environment located in a health care facility. The work environment involves everyday risks and discomforts that require normal safety precautions. The responsibilities of the position require occasional travel and may subject the position to various
resultant environmental changes.
