This position is aligned under the general direction of the Deputy Executive Director with a dotted line requirement to the Medical Center Director. The Supervisory Health system Specialist will have the authority to speak for the Medical Center regarding revenue related activities, account receivable management, Fee Basis and CITC programs, pre-registration as well as directing initiatives involving or emanating from VA Headquarters, facility management, outside agencies, and VISN Staff.

Duties

Major duties include, but are not limited to: Supervisory Duties: Provides supervision and oversight to the consolidated Medical Center Business Operations and Access Service (BOAS) consisting of a total of 26 FTEE to include Group Practice Service of (5 FTE), Grid Management Office (3 FTEE), RCI Nursing (9 FTEE), and Clinical Documentation Improvement (7). Duties: Identify opportunities to improve or enhance revenue streams by reviewing current business processes across the organization. Develops internal review systems to ensure catchment-wide administrative revenue activities follow all standards. Evaluates medical center processes and policies to ensure facility is meeting all requirements. Updates Medical Center policies and standard operating procedures and communicates process changes as needed to maximize facility revenue streams. Resolve complaints and grievances, referring rare unresolved complaints to higher level manager. Establish an Access/Consultation Business Practice Quality Assurance management review program to ensure policies and procedures are being followed. Interviews candidates for vacant positions and select appropriate personnel based on. Perform evaluations on personnel and completes appraisals for employees to evaluate performance. Initiates disciplinary actions to address unsatisfactory performance or behavior. Identify facility revenue needs and support revenue enhancement programs with data and training. Plan, develop and execute actions that ensure smooth coordination and operation of business programs across Medical center. Plans work for subordinates and communicates service goals and actions to all staff to ensure revenue processes are optimized. Analyze and evaluate the effectiveness of medical center programs or operations in meeting established goals and objectives by applying knowledge of a wide range of revenue and access related practice. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/01/2023. To qualify for this position at the GS-14 level, you must meet one of the following: Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-13) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Health System Specialist. Qualifying specialized experience is defined as progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: (1) Missions, organizations, programs, and requirements of health care delivery systems; (2) Regulations and standards of various regulatory and credentialing groups; and (3) Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. At this level, applicants would have obtained this experience working within a health care setting; working directly with healthcare professionals and other administrators to solve problems in support of the delivery of patient care; and experience assisting an administrative component of a health care onboarding process. You may qualify based on your experience and/or education as described below: In addition to the above Basic Individual Occupational Requirements, you must also have one year specialized experience equivalent to at least the next lower grade (GS-13) in the normal line of progression for the occupation the organization. Examples of specialized experience would typically include but are not limited to: working on special projects, identifying opportunities to improve customer service, staff satisfaction, facilitating the development of creative and innovative business practices, providing expertise and direction of best practices; reviewing, analyzing and making recommendations regarding clinic management practices to ensure compliance with program related VHA handbooks, directives, manuals and memorandums; assisting in developing and implementing outcome measures of program effectiveness, and analyzing complex and critical data and making recommendations for corrective action; interacting effectively with healthcare facilities to seek out and secure, more detailed, technical information for task accomplishment when needed; serving as a subject matter expert on access to ambulatory care and consulting with VISN and facility leadership in identifying areas of improvement and implementing improvement strategies. You will be rated on the following Competencies for this position: Analytical Reasoning Communication Organizational Awareness Planning and Evaluation Problem Solving Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements and Work Environment: The work is primarily sedentary; although, some slight physical effort is required. Accompanying HPTs through the medical site or clinical training site may be required. Some work may require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. Stamina and concentration to meet crucial deadlines is required. The work is performed in a typical office environment located in a health care facility. The work environment involves everyday risks and discomforts that require normal safety precautions. The responsibilities of the position require occasional travel and may subject the position to various resultant environmental changes.
