The Health System Specialist serves as the Medical Center Director's representative and Site Administrator for the Athens, Statesboro and Aiken Community Based Clinics, which are three geographically separate clinics across two states that provide comprehensive healthcare coverage and programs. The Athens, Statesboro and Aiken Clinics are the primary source for Veterans healthcare in three remote and highly rural locations of eastern Georgia and Southern South Carolina.
Duties
Major duties include, but are not limited to the following:
Provides day-to-day supervision for all supervisory staff at the Athens, Aiken and Statesboro CBOCs to include the Medical Director's, Nurse Managers, and Supervisory Medical Support Assistants;
Develop, implement, evaluate and improve processes and procedures to monitor the effectiveness, efficiency, and productivity of the Athens, Aiken and Statesboro clinical programs;
Communicates with the Executive Leadership Team on performance issues and coordinates corrective actions ensuring consistency across the organization;
Analyzes the interrelated issues of effectiveness, efficiency, and productivity of substantive mission-oriented programs;
Provides oversight, coordination and integration of many important projects, as well as administrative work at multiple locations;
Works closely with the Augusta VAMC's Associate Director and other Service Chiefs in the formulation of CBOC sites' budgets, data from past expenditures, FTEE, VERA workload, and patient demographics to ensure that the data is gathered and analyzed;
Address all patient/customer issues on site, preventing these from escalating. Work closely with the Veteran Engagement Office to implement and monitor Customer Service Initiatives;
Develops and implements Statements of Work (SOW), justifications and other required paperwork and facilitates submission through approving bodies at the Medical Center;
Establishes contractual relationships with community healthcare providers and support services as necessary; and
Provides oversight of all contracted services at the Athens, Aiken and Statesboro Clinic locations.
Work Schedule: Monday to Friday, 8:00 am to 4:30 pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/24/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT (IOR): An IOR is a basic requirement that must be met in order to qualify for entry into this job series, and it is something that can't be waived.
Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR,
Specialized Experience Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR,
Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
GS-14 Requirements:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-13) in the normal line of progression for the occupation in the organization. Specialized experience includes: Develops, implements, evaluates and improves processes and procedures to monitor the effectiveness, efficiency, and productivity of clinical programs; Provides day-to-day supervision for all supervisory staff at the Athens, Aiken and Statesboro CBOCs to include the Medical Directors, Nurse Managers, and Supervisory Medical Support Assistants; Interfaces with the respective Pentad member to ensure alignment of operations with the directions set for the organization; Contributes to maintaining overall programmatic responsibility for the efficient operation of a program; Works closely with the Augusta VAMCs Associate Director and other Service Chefs in the formulation of both CBOC sites budget, data from past expenditures, FTEE, VERA workload, patient demographics, and ensures that the data is gathered and analyzed appropriately. Directly responsible for tracking data pertinent to meeting all applicable VHA Performance Measures. Defines administrative requirements and/or providing advice to executive leadership on related issues; and develops and maintains cooperative relationships with groups, organizations, and other health care providers in the local communities;
Preferred Experience: Experience demonstrating strong management skills and leadership in an outpatient clinical setting is preferred. Experience with the use of quality metrics and regulatory requirements.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Incumbent will be required to have a valid driver's license to visit the multiple sites of care of the facility to assess program effectiveness and milestone completion of implementation plans.
