Duties

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service As a Logistics Management Specialist at the NH-0346-4, some of your typical work assignments may include: Direct, develop, and perform multi-functional logistics management operations that include planning, coordinating and evaluating the logistics actions required to support the Missile Defense Agency (MDA) goals and mission. Logistics include (1) identifying the specific requirements for money, manpower, materiel, facilities, and services required to support the Program Manager's (PM) cost, schedule and performance objectives (2) correlating PM objectives with Program plans to assure that the required logistics support is provided at the right time and place. Coordinate and evaluate logistics support in consideration of the twelve Integrated Product Support (IPS) Elements (maintenance planning; manpower and personnel; supply support; support equipment; technical data; training and training support; computer resources support; facilities and infrastructure; packaging, handling, storage, and transportation; design influence/interface; sustaining engineering and product support management) in accordance with Performance Based Logistics (PBL) to identify and execute specific requirements, identify and mitigate risk, and to develop and adjust plans and schedules for the actions required to meet each requirement on time; (2) possess a working knowledge of MDA acquisition, planning, funding, and management information systems. Develop/implement Department of Defense (DoD) and MDA logistics directives and instructions. Coordinate with Lead Services and Warfighter communities to jointly develop readiness and logistics plans, strategies, and procedures focusing on delivering a BMDS capability that is effective, efficient, and supportable to meet operational requirements. Identify the specific requirements for money, manpower, materiel, facilities, and services required to support the Program Manager's (PM) cost, schedule and performance objectives. Correlate PM objectives with Program plans to assure that the required logistics support is provided at the right time and place. Coordinate and evaluate logistics support in accordance with Performance Based Logistics (PBL) to identify and execute specific requirements, identify and mitigate risk, and to develop and adjust plans and schedules for the actions required to meet each requirement on time. Research and develop Department of Defense (DoD) and MDA logistics directives and instructions. Coordinate with higher level specialists to jointly research and develop readiness and logistics plans, strategies, and procedures focusing on delivering a BMDS capability that is effective, efficient, and supportable to meet operational requirements.

  • Must obtain/maintain Non-critical Sensitive/Secret security clearance
  • Position requires DoD Acquisition certification coded Advanced in Life Cycle Logistics within required timeframes
  • Must obtain mandatory Back to Basics (B2B) certification within 48 months of entry into position
  • Must achieve 80 hours of Continuous Learning Points (CLPs) every 2-years

Qualifications

You may qualify at the NH-04 broadband level if you fulfill the following qualifications: One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service with 3 out of the 5 as listed below: Experience applying logistics processes, policies, procedures, and practices necessary to develop and assess technical and economic feasibility, including cost, schedule and performance for major weapon system programs. Experience working with and across executive staffs, joint staffs, commands, agencies and the services. Experience researching, planning, coordinating, and briefing logistics actions in support of leadership's goals and vision. Experience identifying and applying the concepts, policies, and practices of logistics management as they apply to new and in-service systems during all acquisition phases of the life cycle. Experience applying critical thinking and best logistics practices for major acquisition programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
