This position will be a leader on the team that supports and manages the FBI's Chief Security Officer (CSO) community by providing robust oversight and management of the FBI's CSO Program, Continuity of Operations (COOP), Occupant Emergency Plans (OEP), Continuity of Government (COG), Communication Security (COMSEC), Operations Security (OPSEC), and Security Compliance programs to ensure the protection of FBI resources and mission essential functions.
Duties
Oversee the FBI Communication Security (COMSEC) program under the direction of the National Security Agency (NSA) Central Office of Record.
Manage Department-wide distribution and accounting of all COMSEC cryptographic material produced/entrusted to the FBI.
Provide disposition instructions for COMSEC material no longer required, and serve as the COMSEC incident monitoring activity for FBI COMSEC accounts.
Provide strategic planning and oversight of team activities, training, new policies and technological advances, and recommendations for technology improvement specific to the FBI environment.
Exercise a broad degree of independence and develop and maintain relationships with various stakeholders in the government.
Provide secure voice and data transmissions in accordance with federal laws, regulations, policies, and mandates.
Manage contracts and contract employees who provide COMSEC support.
Participate in various working groups with NSA and other Departments and Agencies regarding COMSEC.
Manage COMSEC Program annual budget requirements.
Qualifications
GS-14: Applicant must possess at least one (1) year of specialized experience equivalent to the GS-13 grade level. SE is defined as follows:
Experience in applying Department-wide COMSEC program management principles, concepts, methods, standards, and practices including the development of plans and schedules, estimating resource requirements, defining milestones and deliverables, monitoring activities, and evaluating and reporting on program deficiencies and accomplishments.
Strong understanding of COMSEC accountability and knowledge of procedures for the issue and receipt of COMSEC equipment to include inventory and mailing.
Experience with COMSEC requirements and procedures to include acquisition, maintenance, operations, disposition of COMSEC equipment.
Experience in completing program assessments to include preparing reports and making presentations to management on findings and mitigation efforts.
Experience in managing the work of a team with program implementation and management.
