This position is located in the Department of Homeland Security (DHS), United States Coast Guard (USCG), Deputy Commandant for Operations, Assistant Commandant for Prevention Policy, Director Inspections & Compliance, Office of Commercial Vessel Compliance, Flag State Control (CVC-4) located in Washington D.C.
Duties
You will serve as a Program Analyst responsible for conducting marine safety analysis and for providing critical data analyses for existing commercial vessel compliance programs to address existing maritime safety problems in all maritime transportation modes under the jurisdiction of the U.S. Coast Guard.
Requirements

Qualifications
At the GS-12 level: Applicants must have at least one year of specialized experience equivalent to the GS-11 level in the federal service, state, or Local government or equivalent public or private sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
Resume must demonstrate that you meet the specialized experience below:
Evaluating major issues, program goals and objectives, work processes and administrative operations of an organization; AND
Negotiating and recommending program resources or changes; AND
Managing complex data or databases; AND
Utilizing analytical software and programming languages such as Matlab, Perl Python, R, SAS, SQL, and Stata to prepare datasets, clean imperfect data, and combine diverse data for analytical use.

You will receive credit for all qualifying experience, including volunteer experience.The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.
