You will serve as a Principal Assistant Program Manager (PAPM) for Mine Warfare (MIW) Command and Control systems in the Mine Warfare Program Office within PEO UNMANNED AND SMALL COMBATANTS. The Command and Control encompasses software intensive systems used for the analysis, planning, evaluation, reporting, communications, display and training for systems operators. The portfolio also includes mine warfare integrated tactics development.
Duties
You will be responsible for leading and managing all program lifecycle aspects of your portfolio ensuring their integration with other programs throughout the Maritime Mine Warfare domain.
You will oversee the planning and execution of the portfolio’s budget.
You will prepare schedules for work completion and ensure the timely performance of satisfactory work efforts.
You will coordinate with the PAPM Acquisition in the overall acquisition strategy and contract planning for your portfolio programs.
You will analyze and evaluate problems to determine the most effective method of resolving issues.
You will represent the organization as the program expert within and outside the command to resolve differing viewpoints to effectively manage all phases of your programs.
You will evaluate employee performance, recommend appropriate incentives, and initiate corrective actions.
You will inform your employees of management and personnel policies.
You will coordinate with Joint and U.S. Navy acquisition program offices to integrate and deploy portfolio products.
You will manage team projects and activities, set short-term and long-term priorities and plan work to be accomplished by subordinate Assistant Program Managers.
You will assess and provide strategic direction to your assigned Assistant Program Managers in the coordination and implementation of software technologies, architectures, and baselines that support resolution of mission-critical problems.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position is a designated Critical Acquisition Position (CAP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, NH-03 (GS-13 Equivalent), in the Federal service or equivalent experience in the private or public sector managing program or project requirements (e.g. contracting, resource allocation, manpower, strategic planning, risk assessments, project planning and scheduling, workforce performance, budget planning, development and execution, process improvement and financial management) to support the design, development, sustainment, or maintenance of maritime mine warfare systems, subsystems, or components.
