Duties

Assist in ensuring the Army's ammunition stockpile is ready, reliable, and lethal by using inspection techniques. Assist in verifying that ammunition and explosives comply with stockpile reliability requirements prior to acceptance. Assist in identifying defects and recommending corrective action. Assist in reading, interpreting, and applying ammunitions and explosives technical data such as blueprints, engineering drawings, product specifications, and/or technical manuals. Assist in identifying for corrective action deficiencies caused by improper storage methods, extended periods of storage, or inherent deterioration characteristics of the material. Convey ammunition surveillance assurance information using a variety of written formats and techniques to audiences with a varying level of knowledge on the subject. Assist in conducting meetings, briefings, training sessions, or conferences to express any ammunition or explosives issues or concepts in a clear, concise, and convincing manner. Duties listed are at the entry level. The incumbent receives progressively more responsible assignments as experience and training are received to the next higher-level position.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Secret security clearance.
  • Must sign a QASAS Mobility Agreement - Required by AR702-12.
  • Moderate to heavy lifting up to 45 pounds is required.
  • This position requires passing appropriate physical examination for mandatory mobility, emergency essential, and overseas duty.
  • This position is a Testing Designated Position subject to applicant testing and random drug testing. Selectees will be required to sign DA Form 5019 requiring participation in random drug urinalysis testing.
  • This position is subject to the provisions of the Lautenberg Amendment.
  • Must sign an Army Fellows Participant Agreement if selected.
  • The job entails physically handling military ammunition and explosives that are by their nature inherently hazardous. Failure to follow procedures could lead to injury or death.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • You will be required to provide proof of U.S. Citizenship.
  • One year trial/probationary period may be required.
  • Incumbent may be required to submit a Financial Disclosure Statement, OGE-450, at the full-performance level.
  • Incumbents will complete approximately 12 months of training at McAlester, OK, after which time, they will be reassigned to other locations based on Army needs. Class start date is scheduled for July 2024.
  • Must possess and maintain a valid stateside driver's license.
  • This is an Emergency Essential position. Position is considered essential to support DA's mobilization and wartime mission during periods of increasing tension or mobilization.
  • Incumbent required to sign DD Form 2365, DoD Civilian Employee Overseas Emergency Essential Position Agreement.
  • Incumbent must be exempted from military mobilization or recall obligations, by being placed in the Standby Reserve or other appropriate action. (Reference DoD Directive 1404.10).
  • Incumbent is required to obtain and maintain a no fee official passport.
  • This position requires the employee to have the ability to discern colors, contrast, and depth.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Quality Assurance Specialist (Ammunition): Specialized Experience: One year of specialized experience which includes assisting in analyzing data to detect unsatisfactory trends or weaknesses; or, verifying by test or inspection that products comply with requirements; or, identifying defects during reviews and requesting corrective action; or, interpreting technical ammunition and explosives data such as blueprints, engineering drawings, product specifications, or technical manuals; or, reviewing and evaluating ammunition supply systems operations and procedures through periodic audits and surveillance inspections; or, assisting in ammunition surveillance and logistics functions related to the inspection, storage, receiving, issuing, testing, handling, maintenance, demilitarization, disposal or classification of ammunitions and explosives. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05). OR Education: One full year of graduate level education in a field with a major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position, such as business. OR Superior Academic Achievement: Successful completion (or completion by May 2024) of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on: (1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achshonor.org/). NOTE: Grade point averages will be rounded to one decimal point. For example, 2.95 will round to 3.0, and 2.94 will round to 2.9. NOTE: If more than 10 percent of your undergraduate course work (credit hours) was taken on a pass/fail or similar basis, your S.A.A. claim must be based on class standing or membership in an honor society and you must provide evidence of your class standing or honor society membership with your application. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
