This position is located within the United States Department of Agriculture, National Agricultural Statistics Service, Business Service Branch, in Washington, DC.
In this position, you will be responsible for serving as the Project Leader for the development of applications software while providing a range of functions and support relative to the NASS systems, databases, and applications software.
Duties
Create and update programming documentation to ensure cross-functional understanding of processes, flows, data transfers, and other automated functions.
Create, manage, and deploy automated scripting for DevSecOps based operations.
Consult with users on matters related to requirements for system modifications and/or new systems including user interfaces, functionality, and the security requests of the users.
Develop, write IT programs and applications, and ensures the programs meet technical and performance requirements with supervisory review/approval.
Plan and coordinate feasibility studies which involve observation of work processes, consultation with senior level team members, and testing of certain equipment and commercially available software.
Devise new means to accomplish the tasks with supervisory approval, adding to or modifying source data, or recommending procedural changes necessary to solve the problem.

Qualifications

Basic Requirements:
Applicants must have IT-related experience demonstrating each of the four competencies listed below:

Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-13 includes one year of specialized experience comparable to GS-12 which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience managing software and application development to improve existing systems; ensuring critical systems are compliant with security requirements; conducting systems analysis, development, and design; and providing technical support to developers or staff.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
