This position is part of the National Archives and Records Administration. National Personnel Records Center (NPRC), Management Systems Staff, CMRS Functional Team. The Case Management and Reporting System is a vital production system used by NPRC in managing and processing customer requests. You will serve as a CMRS Functional Administrator under the direction of the Production Systems Chief performing management studies, data analysis, workflow management and assisting with various projects.
Duties
The following are the duties of this position at the GS-11. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As a Management Analyst, you will:
Conduct or participate in the conduct of studies to develop or revise automatic data processing and other mechanical systems to achieve the most economical and efficient system for preserving, referencing, processing and storing very large collections of records covering a wide range of subject matter and types of activities.
Prepare reports outlining findings, analytical statements of fact, makes recommendations, etc., based upon the application of good management principles, theories, techniques, methodology and the selection and application of precedents which may be analogous to problems to be resolved.
Assist in the management of production workload through near-real-time monitoring of work composition changes, staff production and workload behavior analysis, and assignment process tuning.
Assist in the development of new, and enhance existing processes, procedures, and workflows.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
For the GS-9: You must have one year of experience at the GS-7 level, or equivalent, that is directly related to the position as listed in this announcement, and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes assisting with office administration and working with analysts/supervisors to analyze program issues and develop user requirements for computer business applications, conduct user acceptance testing of newly developed application functionality, draft and/or update Standard Operating Procedures (SOPs), user guides, or other documentation related to the use of computer business applications, and provide ad hoc training to other employees regarding applications and/or related processes.
Examples of such experience could include:
Utilizing computer applications for business to research, analyze, and communicate information in the appropriate format; OR
Experience problem solving issues related to business programs; OR
Assisting with or managing projects or assignments in order to implement or enhance procedures or processes; OR
Collecting, analyzing, and summarizing data and information into reports using data visualization software; OR
Experience in program analysis, studies and research techniques; OR
Developing findings and recommendations based upon analysis and work observations.

You may substitute education for specialized experience as follows: Masters or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related.
OR
COMBINATION: You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.
For the GS-7: You must have one year of experience at the GS-5 level, or equivalent, that is directly related to the position as listed in this announcement, and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes experience working with technology software to assist with business practices within organizations.
Examples of such experience could include:
Maintaining desktop computer applications; OR
Compiling data from various sources to produce management reports; OR
Assisting users with technology software; OR
Conducting data analysis on information within business applications and projects.

You may substitute education for general or specialized experience as follows: One full academic year of graduate level education where it is directly related to the work of the position or Superior Academic Achievements: Based on a Bachelors degree that is demonstrated through class standing (upper 1/3 of class); grade point average (3.0/4.0 overall or 3.5/4.0 in major), or election to membership in a qualifying national scholastic honor society.

You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-09, you must have been at the GS-07level for 52 weeks.
For the GS-07, you must have been at the GS-05level for 52 weeks.
