Duties

You will review quality control plans and assessments of contractor performance through field surveillance and documentation procedures, and you will prepare quality assurance reports for site visited each day. You will review contractor submittals including shop drawings, samples, data, etc.; accident prevention plans; and quality control plans for compliance with contract documents. You will assist in preparation of Project Management Plans (PMP) and changes to the PMP baseline scope, schedule, and budget. You will determine the need for and propose contract modifications and substitution of materials. You will prepare cost estimates for modifications and participate in negotiations involving time extensions and impact of modification on project schedule.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card to make official government purchases for goods and services.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This is a bargaining unit position.
  • You will be required to sign a mobility agreement to accept relocation to other geographic locations if required by the employer.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Enforcing technical and administrative provisions related to the management of assigned construction contracts; 2) Interpreting the intent of contract documents (e.g., drawings and specifications) to make final engineering or architecture determinations on contract requirements; 3) Monitoring construction activity to ensure compliance with contract plans, specifications, and scheduling.; and 4) Conducting pre-construction conferences with contractors, designers, and activities to discuss technical or design aspects and challenges.
