Duties

As a SUPERVISORY SECURITY SPECIALIST at the GS-0080-14 some of your typical work assignments may include: Serves as the Chief of Security Services, managing the DTRA Physical, Operations, Information, Industrial, Anti-Terrorism/Force Protection, and/or other security programs. Performs a wide range of technical, administrative, and analytical duties connected with the formulation, justification, and execution of the these Programs. Develops DTRA policies, plans, and procedures to counter terrorist and criminal threats and reduce vulnerabilities to DTRA personnel, resources, facilities, and missions. Serves as a primary liaison and chief point of contact between DTRA and senior level officials from the Office of the Undersecretary of Defense for Intelligence and various DoD Agencies and other federal, state, and local activities. Provides professional advice to the Director, DTRA, and senior leadership and makes recommendations on how to administer DTRA's Physical, Operations, Information, Industrial, Anti-Terrorism/Force Protection and/or other security programs. Organizes and presents clear and authoritative briefings on DoD and DTRA security policy positions and initiatives to diverse audiences inside and outside the Agency. Develops security plans that affect all DTRA employees and identifies individual, office, department, and Directorate-level actionable measures and procedures to address the various criminal and terrorist threats. Ensures that annual security reviews are conducted to determine DTRA's state-of-readiness against criminal and terrorist activity and provides analytical recommendations to strengthen the agency's overall security posture based on budget constraints, prioritization of resource allocation, and risk management. Provides direct support to the Chief of Security in the development and promulgation of security policies and procedures that are far reaching and affect effect all DTRA employees and concern issues that tend to be highly complex reflecting the wide diversity of locations, occupations and missions. Analyzes and solves difficult and complex security problem while de-conflicting and coordinating different competing program requirements. Supervises subordinate federal employees. Plans and assigns work to be accomplished by employees, develops performance standards and objectives, tracks quality of work, and evaluates performance. Interviews prospective candidates and recommends selection for vacant positions. Recommends promotion and reassignment of subordinate employees. Initiates changes in duties and responsibilities for reclassification of positions. Recommends employees for awards and bonuses. Provides advice, counsel and instruction; effects disciplinary measures; hears and resolves complaints and refers serious issues to a higher-level supervisor. Identifies developmental and training needs and ensures a training plan is established for each employee. Develops procedures and methods to improve quality of work and business practices, reduce barriers to productivity and promote teambuilding. Advises and instructs personnel on professional work and administrative matters. Ensures fairness and equal opportunity in determining qualifications, selections, assignments, training opportunities, promotions, details, disciplinary actions, and awards for employees.

  • Must obtain the Security Fundamentals Professional Certification (SFPC) within two years of appointment to this position and maintain thereafter.

Qualifications

You may qualify at the GS-14, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Experience applying security operations, to include AT/FP, Foreign Disclosure, Operations Security, Physical Security, Information Security, Personnel Security, Visitor Control and/or Industrial Security. Experience managing a security and/or counterintelligence program. Experience supervising and evaluating federal employees. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
