The Health Systems Specialist (Facility Systems Redesign Spec) purpose is to implement a Performance Improvement Program at the Western North Carolina VA Health Care System delivering Performance Improvement techniques to a broad array of programs and services, including Lean Six Sigma, Coaching, Project Management and Training. Additional functions of the position involve advising leadership in the formulation of planning complex facility wide Strategic Plans and facility wide projects.
Duties
The Duties and Responsibilities of the Systems Redesign Specialist include but is not limited to the following:
Participates in and facilitates transformative quality, safety, and efficiency improvement efforts
Acts as the project lead for healthcare and operational improvement projects impacting patient care delivery systems and functions throughout the medical center
Facilitates, coaches, and trains others at all levels of the organization throughout the life cycle of performance improvement projects
Conducts extensive work on analyzing data and conducting background research on various issues
Pulls, isolates and manipulates data to identify root causes of performance issues, as well as develops statistical models to measure performance improvement actions
Defines a project scope and goals through a collaborative process with subject matter experts and leadership throughout the medical center
Develops processes by consulting with subject matter experts to develop work standards
Conducts experiments and collects data to determine the effectiveness of developed solutions
Aligns performance improvement teams and resources, project scopes, valve streams, and strategic and operational plans
Identifies projects critical to improving quality outcomes and maximizing return on investments of utilized resources
Provides instructions to others on Lean, Six Sigma, System Redesign or other methods of improvement through formal classroom training or small group mentoring
Work Schedule: M-F 0800-4:30pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. This position is approved for Ad-Hoc Telework ONLY and must be approved by your supervisor prior.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/10/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11 . The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

The occupational series 671 includes an Individual Occupational requirement (IOR). Candidates may not hold a position in this series without meeting one of the IOR requirements established by the Office of Personnel Management (OPM).
Undergraduate or graduate education in a major field of study hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration; OR,
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Defining projects scope and goals through a collaborative process; Implementing hospital operations, policies and procedures and program guidelines to identify projects the improving quality outcomes and maximize return on investment of utilized resources; Practicing clinical guidelines designed by healthcare improvement organization to collect, analyze, and present data for performance improvement studies and projects; Utilizing healthcare Lean/Systems Redesign standardized tools, methods, and principles such as Lean and Six Sigma, industrial and quality engineering principles and concepts to identify systems design problems; Communicating, listening, writing with clarity, and speaking effectively about administrative expertise of medical center operations..

Physical Requirements: The work requires some physical exertion, such as periods of standing when teaching; some walking, bending, crouching, stooping, stretching, or similar activities when visiting work sites; and some moderate lifting and carrying. At other times the work is sedentary, requiring the use of a computer.
