Duties

The United States Space Force (USSF) Space Training and Readiness Command (STARCOM) at Peterson Space Force Base is searching for a Test Resource Manager (NH-0343-03). Description: The 4 TES Test Resource Manager supports testing of the Space Force's newest mission systems through budget, contract and resource planning and execution. Daily duties include: coordinating resource requirements with test directors and communicating requirements through various processes to other agencies; developing and managing long range budget requirements; executing current year budget and expenditures; developing and managing unit support contracts to include funding and execution; and monitoring the unit purchase card program and approving expenditures. Previous experience with government budget (POM) processes, Department of Defense (DoD) financial management systems, contract officer representative duties, and DoD test & evaluation activities is highly desired. Must either possess or be able to obtain Defense Acquisition University (DAU) Business Financial Management Practitioner level certification. Must be eligible for or possess an active secret clearance. The ideal candidate should be familiar with DoD and USSF acquisitions, budgeting, and contracting, as well as have some experience with DoD Planning, Programming, Budgeting, and Execution (PPBE). Candidate will be expected to perform duties to include test resource planning and execution; test strategy and resource development; current and future year budget estimates, planning, and execution; contract development, evaluation, and oversite; current year budget obligation and execution; and managing funding of diverse types and from diverse sources. Candidate must be able to work well independently and as part of groups or teams. Candidate with critical thinking, organization skills to quickly recall or find information, excellent written/oral communication, ability to collaborate with geographically separated teams, and the ability to deliver on short deadlines are well-suited for the position. Bachelor's degree and some knowledge of planning and/or analysis programs and software preferred. Candidate should be skilled and comfortable with database tools and other similar software applications. Defense Acquisition University (DAU) Core Certification Standards for Business Financial Management Practitioner Level within 24 months of assignment to the position. Key Skills and Abilities: 1. Knowledge of a broad range of resource management and business process analysis methods, practices, procedures, policies, regulations, and processes to study, evaluate, plan, coordinate, and provide financial, facilities, contracts, manpower, equipment, and services to meet essential mission requirements. 2. Knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of resource management plans and programs for conducting major operational test and evaluation (OT &E) operations in support of weapon systems development. 3. Knowledge of military (including command level) program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations. 4. Knowledge of the application of military space/cyberspace operations expertise as they apply to programs and weapons systems. Skill in designing and conducting comprehensive studies and preparing solutions to especially broad, important, and severe military operational and contingency areas. 5. Ability to plan and organize studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. 6. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships.

Requirements

  • This position is on-site and eligible for telework 2-4 days per period.
  • Must be a U.S. citizen.
  • Employee must be able to obtain and maintain a Secret security clearance.
  • May be required to travel by military or commercial aircraft in the performance of TDY assignments.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Air Force space, missile, and/or cyberspace operations experience is highly desirable.
  • Must be able to obtain and maintain a Secret Clearance.
  • PCS funding is not available. Incentives may be authorized.
