This Operations Manager is located in the National Science Board Office. The primary purpose of the position is responsible to the NSBO Director for strategic planning with respect to NSBO operations and leading all business execution activities in the office, including human resources, budget execution and oversight, grant and contract administration, business processes, IT resource management, records management, and space management.
Duties
As an Operations Manager, you will perform the following duties:
Formulates, executes and monitors the NSBO budget.
Oversees the development of NSBO budget operating plan based on previous year commitments and approved activities, assures compliance with NSF policies and funding practices, and analyzes and resolves complex and unusual issues related to budgetary operations.
Coordinates or leads complex projects, analytical studies, and reviews related to the effectiveness and improvement of procedures, policies, or business systems, including financial management, IT, or management processes and systems.
Develops strategies for forecasting, acquiring, and allocating resources based on NSBO needs and partners with senior management to make decisions and implement new business processes based on new policies and procedures.
Serves as the NSBO expert on NSF requirements and procedures for all administrative management functions.
Collaborates with NSBO management team and relevant staff to ensure proper use of NSBO records management platforms (e.g., P drive, One Drive, DocLog, NSB Member History Database).
Working within workspace guidelines for each position, independently makes decisions on where to locate new staff and when to configure office space for sharing, arrange for reconfiguration of space to accommodate staff requirements.
Qualifications
To qualify at the GS-14 level, you must have one year of specialized experience equivalent to the GS-13 level in the federal service managing operational activities for an organization. Examples of specialized experience include managing human capital resources, independently developing and formulating operational and program budgets, serving as a Contracting Officer Representative, analyzing and developing solutions to organizational issues, and providing technical staff oversight.
Experience refers to paid/unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) & other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, & skills & can provide valuable training/experience that translates directly to paid work. You will receive credit for all qualifying experience, including volunteer experience.

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
