The position is located in the Executive Office of the Legal Adviser and Bureau of Legislative Affairs (L-H/EX) and reports to the Division Chief for Management Services. The Executive Office provides management and administrative support to the Office of the Legal Adviser (L) and the Bureau of Legislative Affairs (H), to include Budget, Human Resources, Information Technology, Records Management, Strategic Planning, and Support Services (General Services).

Duties

Plans, evaluates, and provides expert advice on applications design, development, cybersecurity vulnerability analysis and assessment, maintenance, configuration management, and software engineering management processes. Advises and consults with end users in their identification and evaluation of functions that could potentially benefit from new and improved applications software. Provides significant input in the development of systems security contingency plans and disaster recovery procedures for Bureau systems including activities leading to security certification or accreditation. Prepares technical papers, elements of training curriculum, talking points, statements of work, performance work statements, government cost estimates, daily/weekly activity reports (DARs/WARs), analytical reports, and other written documentation. Designs, develops, implements, and evaluates performance of Information Technology (IT) contracts to ensure compliance with Department and Bureau contract management policy frameworks, including multiple multi-year contracts.

  • Must be able to obtain and maintain a Top Secret security clearance.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below: Attention to Detail - Applying software design methods and concepts. Customer Service - Resolve critical issues affecting the configuration of the IT infrastructure. Oral Communication - Ensure customer and management involvement throughout the software development process. Problem Solving - Investigate, evaluate, and select tools and methods for improving productivity and software quality throughout the life cycle. AND Have at least 1 full year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience with the Agile development process, Microsoft Power Apps and Azure Cloud environment. Experience evaluating new applications software technologies (i.e. Microsoft SQL Database software and Microsoft SharePoint). Experience isolating and defining issues, resolving critical problems or developing new approaches and techniques for IT programs and services. Experience providing expert technical advice, guidance, and recommendations to management and other technical specialists on critical IT issues.  NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-14 position.
