To qualify for this position, you must have either:-IT-related experience demonstrating each of these four competencies: 1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail; 2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services; 3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; 4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations;OR-a bachelor's or higher degree from an accredited or pre-accredited college or university in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks. In addition to the basic requirements above, you must meet the following requirements:
To qualify for the GS-15 level, you need to have at least one year of full-time experience equivalent to the GS-14 level defined as providing technical advice about information technology to senior leadership; providing oversight of information technology programs and procedures; and leading, coaching, or mentoring others.
Your answers to the online assessment will be used to evaluate your competencies in the following areas:
Ability to plan, implement, and evaluate technology policy issues and activities relating to information management.
Skill in identifying new opportunities to develop or improve products or services.
Skill in written communication.
Knowledge of networking, telecommunication, and information security services, including design, configuration, installation, operation, and administration.
Ability to ensure the exercise of sound contracts management and fiduciary controls throughout the procurement lifecycle.
Skill in oral communication.
Ability to develop and maintain effective working relationships with people from varied backgrounds.
Ability to make work assignments, set staff goals and objectives, evaluate performance, and determine responsibilities and priorities for assigned staff.
Ability to evaluate technical information related to the job and advise others on technical issues.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
