The primary purpose of this position is to serve as the Infrastructure Operations (IO) Service Manager in the Information Technology (IT) Operations Branch serving as the U.S. Strategic Command (USSTRATCOM) senior operational authority for the lifecycle management, storage infrastructure and contributing direct matter to the IT Operations and Capabilities Division.
Duties
Serves as the senior Information Technology (IT) Service Manager and Critical Skills Expert (CSE) for Infrastructure Operations (IO) Service Management and Subject Matter Expert (SME) to the USSTRATCOM J6 C4 Systems Director, IT Operations and Capabilities Division Chief, and the IO Branch Chief.
Performs as the Infrastructure Operations Service Manager, responsible for developing, overseeing, directing, and coordinating the efforts of team members providing IT Service management specific technical and implementation guidance, leadership, and Subject Matter Expertise (SME) to Information Technology (IT) Specialist, Architects, Engineers, and contractors engaged in planning, programming, budgeting, designing, security, and operational implementation of USSTRATCOM enterprise networks.
Chairs technical meetings, represents USSTRATCOM at conferences and symposiums attended by representatives of industry, academia, and other Government agencies. Serves as chairman of adhoc tiger teams assembled to review, analyze and report technical issues, alternatives, and recommendations.
Serves as a COCOM Subject Matter Expert (SME) to the IT Operations and Maintenance (O&M) services contract Contracting Official Representative (COR) for managing enterprise IT services and ensuring USSTRATCOM IT Performance-Based Services Acquisitions (PBSA) and Quality Assurance Program (QAP) activities meet all policy and regulatory requirements.

- This position is designated by the Air Force as a testing designated position under the civilian drug-testing program.
- It is mandatory for the incumbent to refrain from the use of illegal drugs and misuse of prescription medication. If requested, the incumbent must submit to urinalysis testing.
- Incumbent must be able to obtain and maintain a Top Secret Clearance as a condition of employment.
- Security+ Continuing Education certification is a condition of employment. This position includes information assurance (IA) awareness as a paramount duty requirement.
- Per DoD 8570.01-M, the incumbent of this position must achieve IAT level II certification within six months of assignment of these duties. A waiver of this six month requirement may be granted per DoD 8570.01- M, C3.2.4.2 or C3.2.4.3.
- Failure to receive the proper IA certification may result in removal from this position.

Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade [GS-12] (or equivalent in other pay systems) which includes Mastery of and skill in applying IT systems security principles, concepts, and methods; and the infrastructure protection environment sufficient to develop long-range plans for IT security systems that anticipate, identify, evaluate, mitigate, and minimize risks associated with IT systems vulnerabilities. Knowledge of various systems to include interface requirements, system design interoperability, and requirements for supporting dashboard development with focus on improved business decision support.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of enterprise IT network, computer and storage infrastructure and supporting management, processes, services, operation, and performance.
Knowledge of advanced enterprise it principles, concepts, methods, standards, and practices.
Knowledge of Cloud Developer Operations (DEVOPS) infrastructure, IT architecture, IT planning, acquisition, and management processes.
Knowledge of policy planning concepts and practices (i.e., Information Technology Infrastructure Library (ITIL) for managing enterprise IT network, computer and storage with emphasis on incident management and superior service delivery.
Knowledge of regulations, directives, and procedures covering the life-cycle management (design, development, and security) of Infrastructure Operations systems, to include the various systems.
Skill in applying project management principles, methods, and practices, including developing plans and schedules, estimating resource requirements, defining milestones and deliverables, monitoring activities, and evaluating and reporting on performance objectives.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). You will receive credit for all qualifying experience, including volunteer experience.
