You will serve as a SAFETY & OCCUPATIONAL HEALTH SPECIALIST in the PUBLIC WORKS DEPARTMENT of NAV FACILITIES ENGINEERING COMMAND SE. Duties

You will administer immediate corrective action during on-site inspections to prevent conditions that pose danger to life and property. You will administer a safety and occupational health program in accordance with Occupational Safety and Health Administration (OSHA) requirements. You will enter data into databases to set up and maintain files and records. You will brief management officials on status or updates of new safety and occupational health developments. You will compose reports to provide recommendations on safety issues to individuals inside or outside of the organization based on data analysis results. You will create written reports or guidance based on inspections and other findings or conclusions.

  • The incumbent must be able to successfully complete training courses as delineated in OPNAVIST 5100.23 series and the NAVFAC Safety Community Management Plan.
  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Possesses the knowledge and ability to understand a wide variety of trade and labor occupations, shop machinery, maintenance work processes, facilities maintenance techniques, industrial work processes, material handling procedures, and environmental conditions in order to identify failures in human or equipment performance and to recommend control; 2) Possesses practical knowledge of Unified Facilities Guide Specifications ((UFGS 01 35 26) as related to safety, Governmental Safety Requirements, EM 385-1-1, and both contractor and in-house workforce safety program oversight responsibilities; 3) Understands basic building design, construction practices, and installation and operation of facility utility systems sufficient to review building designs and evaluate work for compliance with applicable construction safety and occupational health regulations, standards, principles, practices, and procedures.; 4) Understands safety management system concepts in the areas of policy development, leader and employee engagement, risk management techniques, training, promotion, and program evaluation sufficiently enough to continuously improve safety performance; 5) Investigates mishaps, determines casual factors, and provides recommendations with the knowledge of mishap investigation techniques; 6) Collects, organizes, communicates, and evaluates a safety program using practical working knowledge and understanding of current computer and information technology programs and products such as Microsoft Office (Word, Excel, PowerPoint), MS Teams, ESAMS, and other computer programs; and 7) Communicates clearly both orally and in writing, and to leads discussions and safety briefings with senior personnel.
