You will serve as a Senior Intelligence Specialist performing duties advising the Naval Staff elements on Signature Reduction and sensitive programs. You will advise leadership on Signature Reduction oversight issues and concerns regarding current or future operations. This position is located at NAVAL INTELLIGENCE ACTIVITY in Arlington, Virginia.
Duties
You will organize, plan, staff, and track U.S. Navy Signature Reduction and sensitive program proposals.
You will provide subject matter expertise on Signature Reduction staffing and requests and guide all Navy commands in formulation of signature reduction requirements.
You will identify and plan future program requirements associated with sensitive program builds.
You will conduct operational and technical reviews of all Defense Counterintelligence and Human Intelligence (CI/HUMINT) Enterprise or National CI/HUMINT Enterprise draft policies, instructions, regulations, and guidance.
You will maintain, lead, and execute the inspection and assessment processes for Navy units involved in signature reduction and special programs.
You will coordinate the work of the team, establish priorities, guide team members and be responsible for accuracy and completeness of the team products.
Requirements

- You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
- You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
- This position requires a periodic polygraph examination.
- This position may require a two-year DCIPS trial period requirement.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Develop new or modified work methods, organizational structures, data collection and analysis, and production of reports and briefings;
Develop and apply analytical tools and methods to assess the status, effectiveness, and efficiency of a variety of processes;
Conduct command-level analyses and evaluations related to Intelligence Community and acquisition community process and/or intelligence activities, intelligence-related activities, or sensitive activities;
Author, edit, review, and present professional correspondence, visual products, and briefings to leadership for information and consideration.
