The primary purpose of this position, PROCESS IMPROVEMENT ANALYST GS-0301-12, is to serve as a certified Level 3 Continuous Process Improvement (CPI) Facilitator and evaluate workload value streams to match customer demands and base strategy deployment goals.
Duties
Serve as a transformation team member for CPI events, or as a Level 3 CPI Facilitator in conducting value stream assessments, value stream mapping, and/or cell design for optimization of production output.
Plan, schedule, and facilitate CPI events within schedules and priorities set by higher management.
Identify situations or processes that need analysis and improvement in support of Strategic Deployment plans.
Serve as the team lead on site visits to other Air Logistics Centers, Product Centers, Test Centers, other government organizations and/or contractor facilities to observe applications of repair, manufacturing, overhaul technologies, administrative and support processes.
Comply with all Air Force and DoD policies.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
GS-12
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks), or will have one year within 120 days of closing of this announcement, of specialized experience at the next lower grade (GS-11), or equivalent in other pay systems. Examples of specialized experience includes: practical knowledge of the nature and operation of an industry, and the manpower, materials, facilities, equipment, and methods employed by the industry; and developing new or modified work methods, organizational structure, metrics, management processes, cell staffing patterns, procedures for administering program services, guidelines, procedures, and automating work processes for the conduct of administrative support functions or program operations.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge in the application of a variety of complex logistics and industrial management concepts and analytical/evaluative management techniques concerning the efficiency and effectiveness of related industrial program operations. Thorough knowledge of Air Force depot maintenance, production, industrial management, administration, supply, program management policies, principals, and practices required.
Ability to qualify for CPI Certification at the Level 3 CPI Facilitator in CPI qualitative and quantitative methods used in conducting studies or major project areas that require application of CPI technologies.
Knowledge of group, wing and center strategic goals and objectives, sequence and timing of operational events and milestones.
Knowledge of a wide range of CPI tools to include, Lean, Benchmarking, Six Sigma qualitative and quantitative methods and tools used in conducting studies of major project areas requiring application of process improvement principals.
Skill in planning and conducting comprehensive CPI activities to affect the changes necessary to improve the AFSO2 maturity level of the organization.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
PHYSICAL DEMANDS: Assignments regularly involve long periods of standing, bending, and stooping to observe and study work operations in an industrial, storage, or comparable work area. Lifting up to 25 pounds -without assistance, may be require. Lifting in excess of 25 pounds is accomplished with the use of additional human assets or mechanical lifting devices.
WORK ENVIRONMENT: Assignments regularly requires visits to manufacturing, storage, or other industrial areas, and involve moderate risks or discomforts.
