The primary purpose of this position is to serve as a program manager and senior subject matter expert, researching, developing, and recommending new and innovative corporate policies, practices, and processes for the management of the Logistics & Program Management. Oversees projects, assignments and studies encompassing the Logistics & Program Management career field.
Duties
Initiates, develops and collaborates on workforce development programs that may be complicated by factors such as changing Center goals or program developments that result in requirement changes.
Develops and recommends programs and processes to achieve strategic goals.
Establishes, develops and maintains effective working relationships with Center leadership, workforce development, organizations and stakeholders.
Analyzes/evaluates issues and develops recommendations to resolve substantive problems of effectiveness and efficiency in management processes and Center Senior Functional Office (CSFO) programs.
Develops and prepares a variety of correspondence and other documentation, i.e., formal letters, position papers, reports, staff studies, staff summary packages, briefings, charts, and bullet background papers.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Position.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in data and information gathering and detailed analysis related to the effectiveness, efficiency, and directives of human resource management programs, developing courses of action, and providing management advisory and support services.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Extensive knowledge and skill in gathering and assembling required information in order to apply analytical and evaluative techniques to the identification, consideration and resolution of issues or problems concerning efficiency and effectiveness of program operations.
2. Extensive knowledge of the operations, missions, services, needs, and goals of the organizations studied or served, and related customers, functions, resources, and users.
3. Comprehensive knowledge of CSFO roles and responsibilities, pertinent manpower/personnel laws, regulations, policies, and precedents that affect the use of manpower resources.
4. Skill in gathering, assembling, and analyzing facts; drawing conclusions; devising solutions to problems; identifying changes and trends; and preparing and presenting briefings and reports.
5. Ability to plan and organize studies and reviews, to select from among a variety of practices/procedures, and to devise analytical techniques and methodology suited to problems assigned.
6.Knowledge of Center organizations, their environment, and their functions to understand customer and program requirements to develop innovative procedures to meet the requirements.
7. Ability to communicate effectively both orally and in writing and to gain cooperation from others through tact, courtesy, and diplomacy and maintain good working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
