This position is located in the Department of Homeland Security (DHS), United States Coast Guard (USCG), Deputy Commandant for Mission Support (DCMS), Assistant Commandant for Human Resources (CG-1), Strategy & Capability Office (CG-1B), Human Systems Integration (CG-1B3), in Washington, DC.  

Duties

As a Program Analyst in the Human Systems Integration (HSI) Division, you will perform duties that encompass the development and application of policy in seven HSI domains:  human factors engineering (HFE); manpower; personnel; human performance support and training; system safety (including occupational Health and Safety); habitability; and survivability.Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

  • A one year probationary period maybe required.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. GS-12 - You qualify if you possess one year of specialized experience, equivalent to the GS-11 grade level in the Federal, State, or Local government or equivalent public or private sector experience. Your resume must demonstrate that you meet the following specialized experience: Planning, preparing and conducting human factors research; Utilizing a range of administrative laws, policies, regulations, and precedents applicable to the administration of one or more programs; Applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of programs; Conducting projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations. GS-13 - You qualify if you possess one year of specialized experience, equivalent to the GS-12 grade level in the Federal, State, or Local government or equivalent public or private sector experience. Your resume must demonstrate that you meet the following specialized experience: Utilizing qualitative and/or qualitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems; Utilizing a range of administrative laws, policies, regulations, and precedents applicable to the administration of one or more programs; Planning, preparing and conducting human factors research; Preparing, conducting and coordinating evaluations or study plans, with cost estimates, for programs in response to customers needs using appropriate principles and practices.  NOTE: Education cannot be substituted for experience at this grade level. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
