This position is located in the Department of Homeland Security (DHS), Office of the Chief Readiness Support Officer, Human Capital Division. The primary purpose of this position is to support the oversight of Human Resources and employee development mission support policies, regulations, and standards related to DHS HQ programs.. This is a non-bargaining unit position.

Duties

As a Management and Program Analyst, GS-0343-11/12/13, your typical work assignments may include the following: Serve as a subject matter expert in the areas of human resources and employment development activities, budgeting, policies, and the improvement of complexed management processes and systems. Develop and manage written guidance, policies, and procedures through the Department of Homeland Security Directives System. Facilitate and complete required reporting, program assessments, and statutory reviews for the office. Represents the office in an authoritative capacity at intra and interagency forums. Briefs Executive and Senior Leaders. Provide written and oral reports on national policies, projects, or studies for the Department of Homeland Security. Participate in meetings with internal staff and representatives from staff agencies and industry to determine program status, major milestones, and coordination of each to detect in advance potential slippage or increased costs; and to ascertain appropriate action required to maintain or improve program schedules. Recommend strategies to improve the quality and quantity of operational services, reorganization of operating units, reassignment of personnel, the production or enhancement of automation protocols, and proposal to increase organizational resources. Recommend and monitor the progress of objectives and milestones to ensure established goals are met. Assist in planning for future resources and estimating short and long-range personnel needs. Leading productive reviews, monitor problem areas and oversees implementation of solutions. Utilizing qualitative and quantitative methods for the assessment and improvement of short and long-range goals of the organization. Coordinating special events with leadership (i.e., training symposium, awards ceremonies, internal/external training cohorts, employee briefings, etc.). Qualifications

Specialized Experience: You qualify for the GS-11 grade level if you possess one year of specialized experience, equivalent to the GS-9 grade level in the Federal government, performing duties such as: Assisting in qualitative and quantitative methods for the assessment and improvement of short and long-range goals of the organization. Providing assistance in the areas of tracking budgets, employee training and development. Assisting in scheduling meetings, trainings, conferences, building agendas, organizing presentations, securing meeting spaces, and compiling meeting summaries; OR A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related; OR A combination of successfully completed graduate level education and specialized experience as described above that, when combined, equal 100% of the total requirement. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application. NOTE: Only graduate education in excess of the first two years may be used to qualify for the GS-11 level. Specialized Experience: You qualify for the GS-12 grade level if you possess one year of specialized experience, equivalent to the GS-11 grade level in the Federal government, performing duties such as: Contributing to the implementation, interpretation, guidance, and recommendations of human resources and employee development programs, policies, and regulations. Formulating qualitative and quantitative methods for the assessment and improvement of short and long-range goals of the organization. Developing and tracking written guidance, policies, and procedures through an automated records system. Substitution of education in lieu of specialized experience may not be used for this grade level. Specialized Experience: You qualify for the GS-13 grade level if you possess one year of specialized experience, equivalent to the GS-12 grade level in the Federal government, performing duties such as: Utilizing qualitative and quantitative methods for the assessment and improvement of short and long-range goals of the organization. Leading productive reviews, monitor problem areas and oversees implementation of solutions. Coordinating special events with leadership (i.e., training symposium, awards ceremonies, internal/external training cohorts, employee briefings, etc.). Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary. If you are applying for a higher grade, please provide the SF-50 Form which shows the length of time you have been in your current/highest grade (examples of appropriate SF-50s include promotions, With-in Grade/Range Increases, and SF-50s dated a year apart within the same grade/job).
