As a Law Enforcement Specialist (Instructor) with the U.S. Secret Service, Office of Training, James J. Rowley Training Center, you will play an integral part in providing specialized training (in one of the identified functional areas) to basic recruits and sworn law enforcement professionals of an elite law enforcement agency charged with criminal investigations and protecting world leaders.  For more information on the Secret Service click here. 

Duties

The selectee will serve as Law Enforcement Specialist (Instructor) in the Office of Training, James J. Rowley Training Center located in Laurel, MD. Typical work assignments include:

Qualifications

You qualify for the GS-13 level (starting salary $117,962) if you possess one year of specialized experience equivalent to the GS-12 level performing duties such as:  Designing, developing and executing basic and advanced specialty programs Providing development and maintenance (e.g. updates and improvements) for courses Researching, evaluating, and providing recommendations to management via written reports and presentations.  Establishing relationships with leading industry experts (educational and professional) to assess and evaluate training methodology. Ensuring courses accurately meet accreditation standards; and developing overall objectives, milestones, priorities and administrative framework (e.g. staff schedules/assignments, policy, manuals and lesson plans) and observing, monitoring, and evaluating student behavior, response, and progress. Selective Placement Factor: In addition to the minimum qualifications described above, you must meet the following requirement(s) to be considered qualified for the positions within Physical Skills, Control Tactics, and/or Firearms: Physical Skills, at the GS-13 Grade Level. Candidates assigned to the Physical Skills Functional Area at a minimum must possess three (3) out of the following certificates: Certified Strength and Conditioning Specialist (NSCA/ CSCS) Tactical Strength and Conditioning Facilitator (TSAC-F) National Counsel of Strength and Fitness (NCSF) National Academy of Sports Medicine Instructor (NASM) American Council on Exercise (ACE) American College of Sports Medicine (ACSM) Precision Nutrition Level One or higher Certification PHYSICAL SKILLS ASSESSMENTS: The Physical Efficiency Battery (PEB) test will be administered at the time of the interview. The PEB is a fitness test consisting of four testing components (push-ups, sits-ups, chin-ups and 1.5-mile run). You must pass with a minimum of 16 overall points (per age and gender) with 4 points in every category to satisfy the 16 points requirements. CONTROL TACTICS: Candidates assigned to the Control Tactics Functional Area must be serving or previously served as an instructor in defensive measures/control tactics for a local, state, or federal agency, or the Department of Defense. FIREARMS: Candidates assigned to the Firearms Functional Area must be serving or previously served as a certified Firearms Instructor for a local, state, or federal agency, or the or the Department of Defense.  Firearms Assessment: The Firearms Skill Assessment Test will be administered at the Interview: Qualification course consists of standard 50-round course of fire used in the Firearms Instructor Training Course (FITC). You must pass an initial firearms proficiency or qualification course of fire with an 80% score which equates to 80 points out of a possible of 100 points. You will be given two (2) attempts to pass this course with a minimum score of 80. Must be able to obtain and maintain Training Instructor Certification within 12 months of appointment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current competitive service employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50, "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). You may need to submit more than one SF-50 to comply. Qualifications Must Be Met: The qualification requirements listed above must be met by the closing date of this announcement.The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
