This position is located in the Department of Homeland Security (DHS), in the Office of Biometric Identity Management (OBIM).
The primary purpose of this position is to serve as a Management and Program Analyst and Contracting Officer Representative (COR) providing managers with objectively based information for making decisions on the administrative and programmatic aspects of agency procurement operations and management.
Non-BU: This is a non-bargaining unit position.
Duties
As a Management and Program Analyst (Contracting Officer Representative), GS-0343-13, your typical work assignments may include:
Plans and conducts a variety of authoritative, comprehensive, complex projects and studies that encompass the analysis and evaluation of the distribution of work, among various programs and staff throughout OBIM, assuring coordination of manpower and resources with all appropriate staff and operating elements.
Reviews, advises on, and conducts complex analyses and evaluations in support of contract management work. Provides input to studies and executes strategies.
Serves as a Contracting Officer Representative (COR), will coordinate and/or administer all phases of assigned contracts from inception to completion including analyzing program requirements.
Coordinates COR activities, verifying requirements and providing a basic analysis of contracts and subsequent modifications and enhancements for provisions, alternative conditions, prices and charges, methods of computing charges, and other details.
Responsible for management, control, development, coordination and execution of assigned projects and requirements for data/document management.

Qualifications
Specialized Experience:
You qualify for the GS-13 grade level if you possess at least one (1) year of specialized experience equivalent to the GS-12 grade level in Federal service or equivalent private/public sector experience.
For this position, specialized experience is defined as:
Knowledge and understanding of governing regulations, policies, procedures, and instructions applicable to contracting of federal government in order to monitor projects.
Knowledge of contract administration to understand and articulate terms, conditions, and specifications of contracts.
Develops new methods and techniques to address complex procurement problems while remaining competitive within industry with innovative strategies.
Substitution of education in lieu of specialized experience may not be used for this grade level.

Certification: A Contracting Officer Representative (COR) Level II certification or equivalent with a minimum of 40 hours of training is required upon entering this position. In addition, the incumbent hired must acquire a COR Level III certification within 18 months.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
