This position is located with the Executive Office of the Bureau East Asian and Pacific Affairs. The incumbent will assess and improve the Bureau's organizational structure by assessing and evaluating projects, reports and recommendations related to organizational goals and guidelines.
Duties
Adjusts the scope and focus of studies based on management's directions to either select specific problematic organizational entities or operations or conduct broader surveys.
Manages administrative support and staff operational activities.
Develops a system of recording, tracking, and controlling the allocation of staffing resources within the Bureau.
Responsible for establishing or revising organizations, including the composition of new, and revision of existing, functional statements, organization charts, and coding.
At the GS-12 level, the incumbent performs essentially the same duties as outlined above; however, the scope and complexity of assignments are of less responsibility and independence and receives closer than normal supervision.
Requirements
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Secret security clearance.
Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
GS-12 GRADE REQUIREMENT:
Qualifying specialized experience must demonstrate the following:
Experience carrying out a variety of administrative functions (project/program management, accounting, budget, financial management), AND
Experience communicating effectively, both orally and in writing, to conduct fact finding interviews and present recommendations to management on operating programs.
There is no substitute of education for specialized experience for the GS-12 position.
GS-13 GRADE REQUIREMENT:
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience carrying out a variety of administrative functions (project/program management, accounting, budget, financial management).
Experience analyzing program operations, policies and/or procedures and provide recommendations for the improvement of organization.
Experience drafting speeches, correspondence and analytical documents and reviewing for technical accuracy, adherence to policy, clarity of expression, and appropriateness for intended audiences.
There is no substitute of education for specialized experience for the GS-13 position.
